Activate Windows 7 or Windows 8.1

Activation helps verify that your copy of Windows is genuine and hasn’t been used on more devices than the Microsoft Software License Terms allow.
A Windows product key is a 25-character code used to activate Windows 7 or Windows 8.1. It looks like this:
PRODUCT KEY: XXXXX-XXXXX-XXXXX-XXXXX-XXXXX
Without a product key, you won’t be able to activate your device.
Your product key should be in the confirmation email you received after buying Windows, included with the packaging that came with your PC, or on the Certificate of Authenticity (COA) attached to the back or bottom of your PC.

When you begin activation, Windows will try to use your internet connection to activate online. If you have problems activating online or don’t have an internet connection, you can activate by phone.
To activate Windows 7 using an internet connection:
Select the Start button 
, right-click Computer, select Properties, and then select Activate Windows now.
If Windows detects an internet connection, select Activate Windows online now. 
You might be asked for an admin password or to confirm your choice.
Enter your Windows 7 product key when prompted, select Next, and then follow the instructions.
To activate Windows 7 by phone:
Select the Start button , right-click Computer, select Properties, and then select Activate Windows now.
Choose Show me other ways to activate.
Enter your Windows 7 product key, and then select Next.
Select Use the automated phone system. You may be asked for an admin password or to confirm your choice.
Select your location (or the location nearest to you) from the drop-down list, and then select Next.
Call one of the available phone numbers listed. An automated system will guide you through the activation process.

Enter the number to which this product key was set enter — «0»You will be asked to enter «find installation», this is the «installation code», which consists of 9 blocks.

Enter numbers one column at a time:

Windows 10 Activation — No Activate by Phone Option
I loaded Windows 10 and the installation did not go well. Major issues with the NVidia driver caused the PC to lock up after 2 minutes of use. I finally swapped to another mother board that uses Intel graphics.
Windows 10 says it is not activated, but gives me no option to activate by phone. I have several valid Win 7 licenses but none appear to appease Microsoft. Any ideas? BTW — the revert to Win 7 option also fails or I would have done that already. Way too many issues!

I read the article but I am still stuck.
The original license is for windows 8 home but we bought the windows 8.1 pro pack and upgraded.
the hard drive froze before we did the upgrade. We got the same hard drive (exact model) and used the windows 10 pro usb to install.
the problem is that we don’t get the option to call to activate.
we have the original win 8 key and the 8.1 key in the pro pack box.

The Windows 10 upgrade doesn’t use your previous Windows version key. When you upgrade, Windows 10 installs a generic key (it’s the same for everyone) and uploads your hardware config to Microsoft’s server and then activates. After that you can do a fresh clean install, skip entering a key, and it will automatically use the generic key. Then it will check with the server to see your hardware configuration was activated prior and will reactivate.
Since you changed hardware it sees it as a different computer so it won’t reactivate. You need to reinstall Windows 8, activate it, then do the upgrade again to get your current hardware config activated. Once that is done you can do a clean reinstall of Windows 10 if you want, skip entering a key and it will activate.
It’s a big pain in the you know what to have to go through this and in my opinion is one of the dumbest things Microsoft has ever done. The real problem though is going to be in a year when Microsoft stops offering the upgrade for free.
