There are no Windows 10 drivers for one of my computers that has a Radeon HD3850. Has AMD to force me to upgrade a card that’s fine for what the PC is used for?

Nobody’s forcing you to upgrade your OS. If you choose to, then meet Microsofts requirements. If you aren’t looking for all the bells and whistles Windows 10 brings to the table, then install it. It will give you a set of basic drivers to do your normal stuff fairly well. But then your right back where you started. Your choice.
Products That Do Not Support Windows® 10
AMD Radeon™ HD 4000 Series products and older are not certified to support Windows Display Driver Model (WDDM) 1.2 or higher and therefore, do not have driver support for Windows® 10.

If your system is equipped with an AMD Radeon™ HD 4000 Series product or older, you may consider the following options:
Continue using the existing operating system.
If you have already upgraded to Windows® 10 and would like to revert back to the previous version of Windows, refer to this Microsoft page for instructions.

NOTE: Before upgrading ensure that your system meets the requirements of the graphics adapter, such as:
