Способ 1:
Если вы еще не пробовали этого действия уже, я хотел бы предложить Вам добавить полный доступ для группы » все » в списке разрешения по умолчанию в папку Temp.
в) Нажмите кнопку Windows Key + R на клавиатуре. b) Тype %temp% и хит Введите. c)В верхней части окна проводника, в адресной строке, нажмите на папку слева от Temp в пути к папке (Местные по умолчанию). d)В списке папок щелкните правой кнопкой мыши в Temp и нажмите кнопку Свойства. Затем щелкните Вкладка » безопасность».e)Щелкните Кнопка редактировать и на следующем экране нажмите кнопку Добавить. f)На следующем экране в большом текстовом окне введите Все и нажмите кнопку Проверить Имена. (Теперь каждый должен быть подчеркнут) g)Регистрация поле для Полный контроль под Разрешить столбец, а затем нажмите кнопку Ок. h) нажмите кнопку OK и OK еще раз, чтобы закрыть все окна.
Способ 2:
Если проблему устранить не удалось, я хотел бы предложить вам, чтобы проверить, будет ли Windows Installer service, работает или нет.

Windows Installer (Internal Error 2203)
When I try to install Java or Adobe products I get the following error:
Internal Error 2203.
The installer then terminates. I understand it’s something to do with ownership and/or permissions but everything I tried so far with C:\Windows\Installer and User\Temp directories didn’t work. I’ve also tried re-installing Windows Installer but after downloading the files, none of them will run either.
Windows6.0-KB942288-v2-ia64 and Windows6.0-KB942288-v2-x64 both give error; Installer encountered an error: 0x80096002 The certificate for the signer of the message is invalid or not found.
I also tried MicrosoftFixIt which gives error; We’re sorry, but the program encountered a runtime error. Please try again later.

This issue may occur if Windows Installer package (.msi) file is damaged or corrupted.
Is the issue specific while installing Java and Adobe products?
Method 1:
If you have not tried this steps already, I would suggest you to add Full Control permissions to Everyone group in the Permissions list of the default Temp folder.
a) Click Windows Key + R on the keyboard.
b) T ype %temp% and hit Enter.
c) At the top of the Explorer window, in the address bar, click the folder to the left of Temp in the folder path (Local by default).
d) In the folder list, right-click the Temp folder and then click Properties. Then click the Security tab.
e) Click the Edit button and on the next screen click Add.
f) On the next screen, in the large text window type Everyone and then click Check Names. (Now Everyone should be underlined)
g) Check the box for Full control under the Allow column, and then click OK.
h) Then click OK and OK again to close all the windows.
Method 2:
If the issue persists, I would suggest you to check whether the Windows Installer service is running or not.
a. Right-click on Start button and click on Services.
b. Scroll down and find the Windows Installer. Double-click “Windows Installer” in the Services list.
c. On the General tab, make sure the service is started under “Service status”.
d. If the service is not running under Service status, click on Start and then click OK.
Method 3:
If the issue persists, I would suggest you to unregister and re-register the Windows Installer.
a) Click Windows Key + R on the keyboard.
b) In the » Open » box, type » msiexec /unreg «, and then press ENTER .
c) Click Windows Key + R on the keyboard.
d) In the » Open » box, type » msiexec /regserver «, and then press ENTER .
Check if the issue is resolved or not.

ОС Win7 Ultimate x32
При установке / удалении многих программ, я получаю следующую ошибку:
| The installer has encountered an unexpected error installing this package. This may indicate a problem with this package. The error code is 2203. |
В результате не получается установить необходимые программы и удалить ненужные.
Судя по тому, что пишут другие люди с этой проблемой, причина кроется в правах доступа юзеров к папке TEMP.
У меня администраторская учетка, в свойствах всех хоть как-то связанных с этим папок, я сделал себя владельцем, получил полный доступ и для своей админской учетки, и для группы «проверенные пользователи».
Вроде все права у меня должны быть, если я ничего не упустил.
Тем не менее, проблема так и не решена, уже не знаю, что делать. 😐

Сейчас вспомнил об одной старой проблеме, возможно связанной с этим.
При попытке сохранения файлов в папке C:\Users\имя пользователя\Downloads, появляется вот такая штука: 
Нажимаю «ок», еще раз жму «сохранить» и файл сохраняется.
Вроде все права я имею. Не понимаю, почему возникает это сообщение.
Вот что у меня с правами в этой папке:
