Demand for windows has grown over the past year. And, as a result, manufacturers are increasing materials prices. Prices have gone up 5% to 10% this year, and many parts of the country are experiencing long delivery times. If you’re planning a window installation or replacement project, we recommend starting as early as possible in the season, preparing for potential price fluctuations, and allowing extra time to order materials.
New or Replacement Window and Door Prices
The cost of materials for your window or door range from $40 to $2,000 or more. Steel or aluminum cost more than PVC or composite wood options. A window or door professional can give you an estimate unique to your project.
Steel Windows and Doors Cost
A steel door costs from $500 to $1,250 on average to install or replace. Doors can cost much more depending on the size and style, with some as high as $5,000. Steel window frames are generally much more expensive than aluminum or wood options. You can find a steel window kit for $100 or more per frame, before the cost of glass or installation.
Aluminum Window and Door Prices

Step 1 — Important information to read before you get started
Gather all mandatory documents, marked by an asterisk (*) in steps 2 and 3 below, prior to applying for a permit at the Urban Planning counter; otherwise the opening of a file will be denied.
Step 2 — Gather all documents
Required documents for review:
- *A letter describing the scope of the proposed work;
- *A letter from the building owner authorizing the permit application, if the request is made by a third party;
- *A letter from the association of co-owners authorizing the proposed modification;
- *A work order from the selected windows and doors manufacturer, including an illustrated technical data sheet showing the considered model(s), including a coordinated numbering listed in a table and coordinated on photos and with the proposed elevations;
- *Clear and colour photographs of all the façades of the building, identifying the windows and doors to be replaced, showing their condition from a closer look, including a coordinated numbering on the work order of the manufacturer;
- An official cost estimate, excluding taxes, provided by a contractor or a professional.
Should the design of the proposed doors and windows be modified from the existing, the following items are also required:
- Shop drawings from the manufacturer, showing the windows and/or doors profile;
- Dimensioned and scaled elevations of each façade being touched: existing and proposed or modified.
If the window opening is widened, the following item is also required:
- A dimensioned lintel detail, stamped and signed by a structural engineer.
If the opening is modified, the following item is also required:
- A clear and colour photo showing the proposed brick/stone sample matching the existing brick/stone.

Step 3 — Open your file
Once you have gathered all the information you can open your file at the Urban Planning Counter in City Hall or open an online application.
- *The fee for the document analysis is 55$; the cost of the permit is separate.
- The cost of the permit is calculated from the cost of work.
- Weekly deadline for submission: Tuesday 4 p.m.
- Important: All files must be consulted by the Board of Inspections before they are referred to the Planning Advisory Committee and City Council!
- The minutes of the meeting are communicated via email to the applicant.
Step 4 — Once you have received the minute from the Board of Inspections meeting
- Bring in additional information if necessary.
- Weekly deadline for submission to the Board of Inspections: Tuesday 4 p.m.
If your repair file has been approved you can continue to step 6!
If your file includes changes, continue here please.
- Biweekly deadline for submission to the Planning Advisory Committee (PAC) : Thursday 4 p.m. (if the minor reviews do not affect the zoning provisions).
- The meeting of the PAC is held on Tuesdays every two weeks (with some exceptions during the construction holidays and Christmas).
- The minutes of the meeting are communicated via email to the applicant.
Step 5 — Once you have received the minute from the Planning Advisory Committee meeting
Your file is deferred:
- If there is still some information missing, your file will need to return to step 3 or step 4 as indicated in the minute.
Your file is recommended for approval:
Your file will be seen at the following Council meeting.
Step 6 — Your file is approved
- Your permit will be issued at City hall.
Information you need to bring:
- A detailed construction cost, excluding taxes as provided by the general contractor or a project manager (tariffs By-law).
- All other documentation requested that needs to be deposited prior to the issuance of a permit (ex. RBQ form, a site management document, asbestos report, sidewalk deposit, …).
