This issue may appear due to hardware drivers incompatibility issue or some third party programs conflict. We can check reproducing the issue in safe mode. If it works fine in Safe mode we can place the computer in clean boot state and Update Graphics card driver to see if that helps.
I suggest you to follow these steps and check if it helps.
Method 1: Safe mode
Follow the steps given below and check if that helps.
Type settings in search and click on Settings.
Click Update and recovery, and then tap or click Recovery.
Under Advanced startup, tap or click Restart now.
Once your PC restarts, on the Choose an option screen, tap or click Troubleshoot.
If you don’t see the Startup Settings option, tap or click advanced options.
Tap or click Startup Settings.
Tap or click Restart.
On the Startup Settings screen, choose the Safe Mode.
Sign in to your PC with a user account that has administrator rights.
If issue does not appear in safe mode, place the computer in clean boot state and check.
Method 2: Clean boot is a process of starting your computer by using a minimal set of drivers and startup programs so that you can determine whether a background program is interfering with your computer performance.

How to perform a clean boot in Windows
Please refer the section “How to reset the computer to start normally after clean boot troubleshooting” in the article below and follow the steps to bring your computer to the normal state.
Method 3: Install graphics card driver in compatibility mode with Windows 8.1.
Download the driver from your computer’s manufacturer website and then install it in compatibility mode.

There is actually a simple solution to stop the screen from flashing.
Step 1: Open Task Manager. You can do this by hitting ctrl+alt+delete and selecting Task Manager from the list that appears
Step 2: In the top left corner, hit “File” and select “run new task” from the drop down menu.
Step 3: Type “msconfig” into the box.
Step 4: A new box will open. In this new box, select the Service tab.
Step 5: Scroll through the list and search for “problem reports and solutions control panel support” and “windows error report service.”
Step 6: Disable the two items by clicking the checked box beside them. The check should disappear.
Step 7: Click Apply, then click OK.
Step 8: You may be prompted to restart your computer. This is not necessary, but definitely recommended.
If your computer uses Norton Antivirus, upon restart, it will probably be a good idea to update the Norton program (hopefully the program will prompt you to update). If you do not use Norton, you still might want to run an antivirus scan and even perhaps an anti malware scan.
After that, your PC should be in good shape. Enjoy Windows 10! And remember, if you don’t like it, I’ve read that for a month you have the option to revert back to your old OS. If you want to, a quick internet search will bring up an easy step by step process (but remember to always back up your info before switching an OS!!).

- Click the Advanced options icon.
- Then, on the next screen, click the Startup optionsicon.
- Select Safe Mode with Networking.
- Click the Restart button and your PC will reboot.
- After reboot, you will see the Startup settings screen.
- To enter Safe mode, press the appropriate function key, for example, F4.
Up next, check if the problem still appears in the Safe Mode.

4. Update GPU drivers

10. Change the monitor refresh rate
- Go to the Settings app.
- Now, head over to System >Display >Display Adapter Properties.
