Fix for Windows 10 freezing at login screen after update
I fixed my dad’s computer that froze at the login after the April update (pretty much what is happening in this person’s post).
What worked for me was-
then downloading the uninstall utility for my dad’s antivirus program (he has Avast, but most 3rd party antivirus programs have an uninstall tool) on to a usb drive on my computer, plugging that drive into my dad’s, putting that utility onto his desktop, and running that program.
then restarting the computer.
That’s what got the computer to work perfectly again and is fully updated. No freezing, no problems. I then reinstalled Avast onto his computer, updated it, restarted the computer, and it’s running normally.
Thought I’d share this as taking more drastic steps takes so much more time (resetting or reinstalling Windows is never fun:). Hope this helps someone.

This isn’t the answer for my issue whatsoever and I’d appreciate if you unlink my post from it because it is a lie. Norton Internet Security is my Anti-Virus Software and removing it still resulted in this Login Issue. Many Avast users have issues with Windows 10 and that program. I have fixed many people’s computer issues on Windows 10 by removing their Avast Anti-Virus and giving them the Norton Trial that is equivalent to their Avast version and recommending they purchase Norton instead; they’re all thankful that they did.
The catcher is their computers don’t have this program installing on their computer running Windows 10 Version 1809. Proof of this is in the fact that I have been working on many computers running Windows 10 Version 1809 (even at a church I volunteer at) that don’t have this program on them. This program is unremovable by Uninstalling it on the user’s end unlike some built-in Windows 10 apps and after its disabled the user with the Login Issue CAN login to their computer just fine until Windows Update installs updates and Restarts, then its active again and needs to be disabled again. In the long run this is a major hassle for users.
It only takes up-to thirty minutes to rollback from Windows 10 Version 1809 back to Windows 10 Version 1803 and if you use the built-in settings and Holding Down the Shift Key well pressing on the Power Icon and it brings up the Advanced Options Menu and then going to Troubleshooting and then going to Removing Feature Update.
If you don’t have this program installed on your computer by Windows 10 Version 1809 (you can check in Safe Mode; or if you are lucky on an occasion as I was here when you can actually login to your computer. This Login was a ONE TIME occurrence and that is because I quickly forced my computer to the Login Screen and got my password in and hit enter before this program could load. As a result Windows went very slow though and I had to restart the computer and the Login Issue returned.) As you can see with the screenshots; I chose to use my computer even with it going slow because it was already a full day of fighting Windows 10 Version 1809 and not being able to login normally and seeing this in Safe Mode. After getting in normally that one time I disabled this program to never run and was able to login normally until Windows Update downloaded updates.
If you don’t have this program then it could easily be your Anti-Virus; if you do then its this program for sure causing the problem. This Program appears at the end of the Star Menu after the «Your Phone» app (which is on Windows 10 Version 1809 automatically). I even ran my own test in Windows 10 Version 1803 to see if the «Your Phone» app was the problem since it isn’t a included program I got it from the Windows/Microsoft Store and set it up with no issues on Login or well using Windows.

Sorry that the steps I took to fix the frozen login screen doesn’t work for you, but they did for me, and quite possibly other people with this issue.

Sorry that the steps I took to fix the frozen login screen doesn’t work for you, but they did for me, and quite possibly other people with this issue.
The steps you took won’t work for anyone that has the program I have included the screenshots of and that I have confirmed with another computer that doesn’t have any Anti-Virus program installed other than the built-in Windows Defender. Thus that further proves that it isn’t the Anti-Virus program that is the cause of the login issue. And you can’t remove Windows Defender either.
The evidence is getting more in-depth showing that this is a Microsoft Problem. Removing and reinstalling your Anti-Virus like with the Start Menu & Cortana Aren’t Working Error that used to plague Windows 10 when it was first released and users did their own work arounds to fix it and one of them was removing their Anti-Virus Programs all proved to be a temporary fix. Knowing that and people that removed Avast and then reinstalled it again after being able to login to their computer after a few weeks were met with the same login issue.
What you did ISN’T a fix; it is a temporary fix and the issue WILL come back. You’re 100% best solution is what even Microsoft on the phone recommends: ROLLING BACK TO WINDOWS 10 VERSION 1803 and waiting for the next Feature Update; Version 1903 and to fully bypass Version 1809. I have been assured by Microsoft Support that this error won’t occur in 1903 and that has something to do with the fact that the screenshotted program is gone.

As per the issue description your computer freezes and cursor disappears. The screen flickering/blinking/freezing issue that we are experiencing after an upgrade to Windows 10 is mainly due to the security software (Norton Antivirus) or the display drivers.
Try the methods provided below and see if it helps.
Method 1: Boot the computer in safe mode.
a. When you hit the power button in Windows 8.1 (through Charms Bar), hold down the Shift key when clicking the Restart button.
b. The next screen will present you with three options. Click Troubleshoot.
c. Next, hit Advanced options followed by Windows StartupSettings from the next screen.
d. Your PC will now be rebooted to enable the advanced parameters, which include Safe Mode as well. Once it restarts, you’ll get nine options whereby the following commands apply:
F4 for Safe Mode
F5 for Safe Mode with Networking
F6 for Safe Mode with Command Prompt

Method 2
I would suggest you to disable security software temporarily (Norton if installed) and see if it helps you to fix the issue.
Note : Antivirus software can help protect your computer against viruses and other security threats. In most cases, you shouldn’t disable your antivirus software. If you have to temporarily disable it to install other software, you should re-enable it as soon as you’re done. If you’re connected to the Internet or a network while your antivirus software is disabled, your computer is vulnerable to attacks.
Method 3
In addition to that try to install all of the Windows updates available and if issue persists, try to update the Display drivers by following the steps provided in the article mentioned below.
The issue could also be related to the Display drivers and other updates. I want to inform you that updates will be released by Microsoft. So, I would suggest you to keep checking your Windows updates not only important one but optional too. If any available try to install them and see if it helps you to fix the issue.
If issue still persists, then install the drivers for Windows 8/8.1 from the manufacturer’s website in compatibility mode and check if that works.
