Если программа отказывается запускаться, попробуйте:

Проверка что это та проблема.
1. Запускаем HTS Sync руками из Пуска — если напишет что приложение настроено не правильно и вас спасет переустановка — Вам нагло врут и переустановка не поможет, это похоже на наш случай.
2. Качаем вот это — Microsoft Visual C++ 2005 SP1 Redistributable Package. и запускаем — если выдаст что-то вроде Установка запрещена политиками и тд — это точно наш случай. Если установиться — попробуйте опять запустить HTC Sync.

Собственно решение.
1. Ищем в инете программу msicuu2.exe (на сайте микрософта). Устанавливаем ее (не пугаемся что там что-то про офис пишется).
2. Запускаем ее (в Пуск — Windwos Installer Clean Up) и ищем в списке Microsoft Visual C++ 2005 Redistributable Package (возможно их будет два, обратите внимание 2005, может быть еще 2008 — его трогать не надо), удаляем его и второй если он есть (еще раз обращу внимание — те в которых 2005).
3. Запускаем ранее скачанный Microsoft Visual C++ 2005 SP1 Redistributable Package. Он должен установиться теперь без ругани.
4. Пробуем запустить HTC Sync, если запускается — начинаем радоваться, если же нет — громко ругаемся и пишем мне, при возможности смоделировать постараюсь решить.

В дистрибутив HTC Sync — Microsoft Visual C++ 2005 SP1 Redistributable Package входит, однако из-за конфликта не пойми с чем (похоже с другой версией себя же) устанавливаться не хочет, что и приводит к невозможности запуска HTC Sync
