Thanks for your feedback.
This issue started occurring for me briefly before the Fall Creators Update came out and it seems to have resurfaced, even after updating to FCU.
The problem seems to not occur on brand-new user accounts, but after some time it reappears, even on a non-admin account without any changes to the registry, permissions, etc.
The fact that That seems to begin happening shortly after I login with my Microsoft Account (instead of a local account), makes me think that the broken icons are in some way linked to that — maybe there is some corrupt theme data that’s getting synced on my Microsoft Account, which is then breaking the display of the icons?
Using SFC, DISM, WSReset, the Windows Store Apps troubleshooter, etc. do not resolve the issue at all.
To troubleshoot this, is there a way to clear the synced data on my Microsoft Account to prevent this from happening? Or any other fix that Microsoft can offer?
See all your photos
The Photos app in Windows 10 gathers photos from your PC, phone, and other devices, and puts them in one place where you can more easily find what you’re looking for.
To get started, in the search box on the taskbar, type photos and then select the Photos app from the results. Or, press Open the Photos app in Windows.
Find photos fast
Browse your collection by date, album, video projects, people, or folder. Or search to find a specific person, place, or thing. The app recognizes faces and objects in images and adds tags to help you find what you need without endless scrolling. For example, try searching for “beach,” “dog,” or «smile,» or select a face shown in the search pane to see all photos that person is in.
Upload photos automatically
One of the simplest ways to copy all your photos and videos to one place in the Photos app is to set up automatic upload to OneDrive from your mobile device.
Install the OneDrive app on your iOS or Android device. Next, turn on Camera Upload in the settings. The latest photos and videos that you take will automatically start uploading. Once uploaded, they’ll automatically appear in the Photos app on your PC.
Import photos and videos
You can import photos and videos you have stored on a camera’s SD card, a USB drive, or on another device.
Use a USB cable to connect your device to the PC.
In the search box on the taskbar, type photos and then select the Photos app from the results.
Select Import and follow the instructions to import from a folder or a USB device. The app automatically selects items you haven’t imported before, or you can choose what to import.
Note: If you’re using an Android phone and Import isn’t working, you might need to change your phone’s USB setting to allow it to transfer photos.
Help the app find more photos
The Photos app automatically displays the photos and videos in the Pictures folder on your PC and OneDrive. Here’s how to add more source folders to the Pictures folder.
In the search box on the taskbar, type photos and then select the Photos app from the results.
Select More … > Settings .
Under Sources, select Add a folder .
Choose a folder from your PC, an external drive, or a network drive connected to your PC, and then select Add this folder to Pictures to add it to the app. Subfolders of the folders that you add will be included, too.

Microsoft is planning to add some more intelligent image-sorting to its Windows 10 Photos app, making it more similar to Google Photos. The software giant has started testing a new smart search that scans all images on OneDrive and uses artificial intelligence to identify and catalog photos. Windows Central reports that the Photos app, released to the Windows Insider Release Preview Ring, will filter photos by colors, faces, months they were taken, and other categories.
Photos are indexed when you start searching for the first time, and it takes around a second per image. It appears that the Photos app is using AI on the photos locally rather than in the cloud like Microsoft has done in the past. You’ll be able to search photos with phrases like “phone” or “beer” and the caching will return a collection of photos that may include particular items. There’s even face detection that will link photos that the app believes are of the same person.
Windows 10’s new photos app Windows Central
While these features are new to the Windows 10 Photos app, iOS has similar face-detection algorithms, and the whole premise of Google Photos is to index images and make it easy to search for people, places, and things. Microsoft is still testing this functionality for Windows 10, but it’s expected to arrive in time for the Windows 10 Fall Creators Update in September.

Reverse image search lets you learn more about any image. Here are the best image search apps and tools for Android and iPhone.
Search engines make it easy to find information or buy products, but what if you want to identify a picture you have? In these cases, reverse image search comes to the rescue.

CamFind is a basic yet functional reverse image search tool. The next time you want to search for an image, just open up CamFind and take a picture. Once the picture uploads, the app matches it against others on the internet and identifies the object.
After this, have a look at the available results. You can look for related images, shop for the item, watch related videos, search on the web, or go through related posts. Even better, you can set a visual reminder and share your finds with others.

- If you’re using Chrome on iOS, tap the Share icon at the top-right of the screen and scroll down to Request Desktop Site in the list.
