You just need to install RSAT on one Vista (or Windows 7 as you need). Then, please open GPMC ( via Start > Run > gpmc.msc) from this Vista\Windows 7 computer. In the GPMC window, browse to the required GPO that is linked to the OU or domain where the computers are located and edit it, or create a new GPO.
Browse to Computer Configuration > Windows Settings > Security Settings > Local Policies > Security Options. Then, please define the settings as the article Edoardo provided.
Please note that we do not need to import the ADMX /ADML file to DC from Vista\Windows 7. This is required only if you use Administrative Template files.

If the issue persists, please help gather the following file for research.
a. On Vista with RSAT installed, click Start -> Run, type GPMC.MSC, it will load the GPMC console.
b. Right click on «Group Policy Result» and choose wizard to generate a report for the problematic computer and user account (please place appropriately). (Choose computer and select the proper user in the wizard)
c. Right click the resulting group policy result and click the «Save Report…» => save report to save the report to a HTML file.
Please locate the saved files for research. Upload these file to the following workspace.
You can upload the information files to the following link. (Please choose «Send Files to Microsoft»)
