Boot Error — ACPI PCC Probe Failed
ACPI PCC Probe Failed is the error that pops up instead of the default GRUB loader after I updated my kernel to 3.19.
I searched around and couldn’t find much information except that it is a known error and it is registered in kernel.org’s launchpad https://bugzilla.kernel.org/show_bug.cgi?id=92551. My question is, is anyone else facing it?, what are the impacts of this? And if only an update in the future can fix it, any suggestions or safety tips till then?

Apparently it is a harmless message related to a ‘PCC’ driver:
So it looks like you build the PCC mailbox driver which is new in 3.19-rc and that driver fails to load, because it doesn’t find hardware to work with.
The message is harmless, but it also is not useful. The driver in question seems to be overly verbose to me in general.
That is what I gleaned from this conversation.
You may see this in your output of journalctl:
These are the returns if the code does not find the ACPI interface which only some very new devices have or if it actually fails to read/write to the interface if it is present. The code was written for upstream releases. If you read the emails in the filed bugs below you will find information that supports my statements and you can read the return messages in the code itself in the GitHub link above.
I hope this helps to clarify some things.
I [Solved] the problem by changing the motherboard settings. For my motherboard (access this at boot, not through Ubuntu) I went to Advanced > System Agent > Graphics > iPGU Multi-Monitor and set it to «enable.» I left all of the other system agent graphics settings on auto. After that the boot and ACPI problems (including a shutdown hang, crashes, freezes, monitor shutdown) stopped.
Every motherboard vendor has its own settings. The problem seems to be a northbridge snafu between the onboard Intel graphics and the Nvidia card. So, it may takes several visits to your motherboard setup to find the right combination of settings that works for you. This problem was new to me under 15.04, and may be due to a change in how Ubuntu handles such graphics disputes.
(My motherboard is ASUS P8Z77-V LX LGA 1155 Intel Z77)
I’ve filed a bug for this with an upstream fix to turn this error message into a debug message, this will hopefully land in the next kernel SRU release cycle

Linux Mint: ACPI PCC probe and usb descriptor errors during boot
I’m getting a lot of errors during bootup on Linux Mint 17.3 Cinnamon 64 bit. For the most time, I’ve been able to boot (the error messages just flash and disappear) with no problems with my system. A few times, Mint hasn’t booted up, now being one of those times. The error messages are as follows:
When I pressed the power button (just once) I get this:
I read on another question on Askubuntu (https://askubuntu.com/questions/584248/boot-error-acpi-pcc-probe-failed) that the «ACPI PCC probe failed» error is «harmless» so I guess that’s not a problem (I didn’t read it very thoroughly).
But it’d be nice to find out the cause of the two other errors. I’ll help to my best ability, of course. Thanks in advance.

ACPI PCC probe failed. means that your mainboard doesn’t support a relatively new (specified in 2011) feature called «Platform Communication Channel». It’s only a debug message and completely harmless.
usb 4-2: device descriptor read/all, error -71. means that an USB device was detected but could not be initialized at boot. There’s probably a faulty USB device connected to your computer or it’s an old device that only supports an old initialization scheme (See the comment by @munircontractor). You might be able to identify the device by running lsusb -s 4:$(cat /sys/bus/usb/devices/4-2/devnum) .
ACPI: _SB_.PCI0.SBRG.ASOC: Device cannot be configured due to a frequency mismatch. means that a PCI card in your computer is incompatible with the PCI bus because it runs with another frequency, possibly because it’s too old. As the error message names the event source PCI0 it’s probably the first (topmost) PCI slot. Normally this error should only occur when the system boots or when a PCI card is hotplugged. It’s strange that it occurs when pressing the power button. That might be hinting at more complex hardware errors or BIOS bugs.
The PCI error is the most probable candidate for being related with your boot problems. If you have any PCI expansion cards in your computer, you should take a look at them and try if removing the one in the topmost PCI slot or moving it to another slot helps.

Same issue here on an asus P8H67 and asus gforce 550 vid card.
One hard drive partitioned as :
Windows 7 ‘c’ ntfs
data ‘d’ ntfs
250gb free space
Boot to mint 17.3 live usb and I get acpi pcc probe failed but it will continue to load the live enviroment. Then when i try to install mint into the free space the install fails ( hangs dead ) so far I have tried this three times and each time the install hangs, first time was formatting the free space, hard reboot after half an hour wait, second time it hung while fetching files and third time I tried a different usb stick and different usb port on the target pc and booted to mint compatability mode, it again showed acpi pcc probe failed but loaded to the live enviroment but an attempt at install failed ( hung ) at copying files.
Despite these fails I dont get as far as loading the bootloader or grub so can boot into windows.
I am not too keen on trying a different distro as mint is my choice, unless its suggested for debugging.

I did post an update to my prev post regarding this but it failed to show here.
The short of it, I have installed mint 17.2 almost problem free, I did get booted to the tty screen but I was able to recover and load the recomended nvidia driver, I then had another lock up before rebooting, so far mint 17.2 seems to work.
As for mint 17.3, it definately will install NOT on my asus P8H67. I have tried another four times now, totaling sevent times using different usb drives, two dvd’s and tried different usb ports in both eufi and legacy, its a no go, it will load to the live enviroment but fails at different points during install.

Several things have changed in LM 17.3, which may cause the problem: kernel, xorg and mesa.
This may lead to the impossibility to boot the LM 17.3 live system, see Known Issues.
Workaround is to boot and install a previous version of the LM 17 branch and upgrade it, when the upgrade option is ready for release. So for now you have to wait for it. Don’t use another method for upgrading (provided on web-sites I do intentionally not link), they will lead to the same result at the end.

Thank you for posting that, I had a read and yeah, theres a few issues, no doublt with more experiance I would work around them but for now I think your advice is good as I have 17.2 installed and running, I did that as a test to see if 17.2 would install, if it wouldnt then that could point to mobo or bios issues, happy to say it went in, however my install isnt perfect, its dual with w7 and after hours of setting up I have been nobbled with the w7 update bugs so will need to reinstall it, or to be more precise, wipe the lot and start over. Its no problem as its a spare pc and the dual boot setup is worth learning, I have set up intel based laptops a few times but this pc is more difficult for a newbie
