DiskInternals Linux Reader — универсальная программа при помощи которой есть возможность получить доступ к разделам операционной системы Linux из под Windows. В линуксе есть поддержка файловых систем Windows, включая NTFS и FAT32, а вот стандартные средства Windows не дают возможность просматривать разделы Linux.
В программе минимум функций и вам будет доступен исключительно режим «чтения» файлов из файловой системы Linux. Думаю этого будет вполне достаточно для совершения каких-либо манипуляций в Linux из под Windows.
На данный момент вы можете скачать DiskInternals Linux Reader, однако на английском языке. Так как настроек здесь действительно мало, вам не понадобятся знания зарубежного языка для понимания функций и возможностей программы.

Naturally, it is impossible to access Ext4 under Windows if you’re running Linux and Windows OSes on the same PC.
