The global version of this hotfix installs files that have the attributes that are listed in the following tables. Windows 7 and Windows Server 2008 R2 file information notes

Windows Update Crash
I had to recover my Computer back to factory default well Windows Update opened and when i clicked the install button it crashed and when i tried to open it i got this «The Page Failed to Open» i tried re starting my computer but the same thing is there something im missing?

What anti-virus application or security suite was installed before you reinstalled Windows and was your subscription still current?
What anti-virus application or security suite is installed now and is your subscription current? What anti-spyware applications (other than Defender)? What third-party firewall (if any)?
Has a(another) Norton or McAfee application ever been installed on the computer (e.g., a free-trial version that came preinstalled when you bought it)?

I appreciate PA Bear’s reply, however, in addition to it, you can take a look at the following:
1. Are you able to boot to the desktop?
2. What are the updates that you tried to install?
Step 1:
I would suggest you to perform a system restore from WinRE (Windows recovery Environment) and check.
To access the System Recovery Options menu:
If you have a Windows 7 installation disc, you need to restart (boot) your computer using the installation disc. If you do not restart your computer from the disc, the option to repair your computer will not appear.
a. Remove all floppy disks, CDs, and DVDs from your computer, and then restart your computer using the computer’s power button.
b. Do one of the following:
i. If your computer has a single operating system installed, press and hold the F8 key as your computer restarts. You need to press F8 before the Windows logo appears. If the Windows logo appears, you need to try again by waiting until the Windows logon prompt appears, and then shutting down and restarting your computer.
ii. If your computer has more than one operating system, use the arrow keys to highlight the operating system you want to repair, and then press and hold F8.
c. On the Advanced Boot Options screen, use the arrow keys to highlight Repair your computer , and then press Enter. (If Repair your computer isn’t listed as an option, then your computer doesn’t include preinstalled recovery options, or your network administrator has turned them off.)
d. Select a keyboard layout, and then click Next .
e. On the System Recovery Options menu, click a tool to open it. Means select System restore option.

If this does not help,try performing a startup repair.
Startup Repair is a Windows 7 recovery tool that can fix certain problems, such as missing or damaged system files, that might prevent Windows from starting correctly. When you run Startup Repair, it scans your computer for the problem and then tries to fix it so your computer can start correctly.

«Я получаю постоянный сбой при установке KP5001330 с кодом ошибки 0x800f0984. Это происходит на Surface Studio 2 и Pro 7. Второй месяц подряд нельзя установить накопительное обновление на моих устройствах. Установка приостанавливается на 20%, затем снова на 73%, потом на 100%, затем происходит сбой», — отметил один из пользователей.
В редких случаях также может повторяться известная ошибка временного профиля пользователя. Последний раз об этой ошибке сообщалось в декабре, она создает новый профиль пользователя при загрузке операционной системы после применения накопительного обновления. В этом случае пользовательские файлы и настройки (например, обои) могут исчезнуть.
«После обновления я больше не могу войти в свой компьютер. В нем говорится, что службе профилей пользователей не удалось войти в систему. Профиль пользователя не может быть загружен», — пожаловался один пользователь.
«После обновления Windows предлагает войти в гостевой профиль», — другой пользователь подтвердил проблему.

К счастью, есть обходной путь для решения указанной проблемы. Необходимо либо откатить обновление, либо вручную переместить пользовательские файлы.
Кроме того, пользователи сообщают о сбоях в играх: графических артефактах и значительном падении частоты кадров, но проблему можно решить, удалив накопительное обновление вручную. Лишь некоторые пользователи сообщают об этих проблемах на форумах, и, похоже, они не так распространены, как другие ошибки.
Также многие сталкиваются с периодическими появлениями BSOD (синего экрана смерти)/

Whenever I try to launch windows update, it always shows me the dialog box that says «Windows Update is Not Responding». Then Windows Explorer restarts. I need Help.

I haven’t used Windows Update in a long time (if that helps).

1b. Has Windows 10 ever been offered and/or installed?
1c. Have you ever done a Repair Install and/or a clean install of Windows 7?
2. What is the full name of your installed anti-virus application or security suite and when (approx. date) does your current subscription expire? What anti-spyware applications (other than Defender) are installed? What third-party firewall (if any)?
