A: Do you want to go see a movie?
B: (Sure) Why not!

A: Can I ask you for some advice?
B: (Sure) Why not!

But I wouldn’t overuse it. I don’t think people say it that much anymore as a response. It’s more of a rhetorical thing to say like “why not/why shouldn’t I. (do something)”

Anyway you can 100% use “why not” whenever you want. Not just for advice questions.
