Причина, по которой мой png не показывался, заключалась в том, что я смотрел файл внутри архива (.zip). Мне просто нужно было извлечь файл PNG, а затем эскиз был виден.
Для просмотра значков также необходимо установить средние значки или больше.

Rebuilding the Icon Cache Database
1. Close all folder windows that are currently open.
2. Launch Task Manager using the CTRL+SHIFT+ESC key sequence, or by running taskmgr.exe.
3. In the Process tab, right-click on the Explorer.exe process and select End Process.
4. Click the End process button when asked for confirmation.
5. From the File menu of Task Manager, select New Task (Run…)
6. Type CMD.EXE, and click OK
7. In the Command Prompt window, type the commands one by one and press ENTER after each command:
CD /d %userprofile%\AppData\Local
DEL IconCache.db /a
EXIT
8. In Task Manager, click File, select New Task (Run…)
9. Type EXPLORER.EXE, and click OK.

Go to the folder containing the JPEG and PNG files.
Select View tab
Click the Details pane to enable it
Select the JPEG and you should see a thumbnail preview. Resize the pane to see a larger version.

Sorry forgot to mention the issue is doing this with files in OneDrive, with the local Drives (C:/) works fine, in OneDrive I can see in the Preview Pane only PDF files, no PNG or JPG . I have the Files on Demand option enabled in OneDrive

Can’t see PNG previews in Windows 7?
I´m using Windows 7 x64. I can see the .jpg , .gif , etc. preview thumbnails but if .PNG , I only see the generic image, and not the image preview like in the other formats.
What can I do to fix this?

I had this same problem and was able to fix it with two steps, although, I’m uncertain I actually needed to do the first step:
In Windows Explorer, I right clicked on a .PNG file, went to Open With , selected Choose Default Program. and chose Windows Photo Viewer as the default program to open .PNG files. This changed all my .PNG thumbnails to an icon of flowers. (I don’t think this was required, but including what I did for completeness.)
(If the menu is not visible press Alt )
In Windows Explorer, I clicked Tools , Folder options , went to the View tab, expanded Files and Folders and removed the check mark from Always show icons, never thumbnails. (I think this is all I had to do to make it work, but have not verified that.)
It could potentially be an issue with the icon cache on the computer.
Perhaps take a look at this issue here I don’t know if its the same issue but it seems to be a few easy steps that could potentially resolve your problem

By following the next two steps, I was able to have the .PNG thumbnails restored. I am not sure whether both of them are necessary to fix the problem, though.
1. For me, the problem was caused by installing another piece of software (SageThumbs, in my case), which allowed me to display thumbnails for graphic file extensions that Windows 7 doesn’t support natively. By turning off the function to generate thumbnails inside this third-party software, the cause of the problem was — presumably — gone.
2. Get rid of the current set of cached thumbnails (in ‘%userprofile%\AppData\Local\Microsoft\Windows\Explorer’). Trying to delete them manually didn’t work, nor did selecting the option in CCleaner (‘0 bytes removed’ message). I was however able to delete the Windows 7 thumbnail cache by going to Start/Accessories/System Tools/Disk Cleanup, and selecting the option in the options list.
Can’t preview jpg files in the preview pane — Windows 10 Fall Update (1709)
I have this issue and it started with the Windows 10 Fall update (1709). jpg files are not displayed in the preview pane but other files are displayed (pdf, docx, xlxs, etc.). I’ve tried setting the default jpg program to several different programs to no avail. Prior to the 1709 update, jpg files were displayed in the File Explorer preview pane. It seems to be an issue with the 1709 update.

Noticed the same problem since 1709. The option to show icons is NOT checked and never has been, although I look there every few days just in case. The preview pane is empty white for most JPEGs, but not all. No discernable difference in the files. What’s more, since 1709, most JPEGs don’t even show their thumbnails, just a generic white-and-blue icon. Again, not every JPEG, but most. To make the thumbnails appear, I have to open a photo by double-clicking (opens in Photos). But even then the thumbnail only survives a while. It’s back to generic icons tomorrow.
Initially I blamed it on my user account, so I went through the laborious process of starting with a new user account, but the problem remains.

Check which application is associated with JPG files. Right click on a JPG file, select «open with» menu option, then «Choose Another App» from the child menu which appears.
Ensure you are using the «Photos» application.
I suspect you have installed another graphics package such as paint.net and it has taken over the file assocation.
Problem is that Explorer need to get that application to render the image for display in the preview window, and if it cannot do so the preview window will remain blank.

My problem is not related to file association, I’ve tried changing file association to multiple programs, including MS Paint. To clarify, my problem is with jpg files not displaying in the File Explorer preview pane and has nothing to do with file icons.
I’ve discovered the problem is related to the new 1709 update feature «OneDrive Files On-Demand«. The problem with jpg files not displaying in the File Explorer preview pane only occurs for files that are on OneDrive with «Files On-Demand» enabled. I have some files & folders specified as «Always Keep on this device» and I expect files to be displayed in preview — and they are except for jpg files. Other file types (pdf, txt, docx, xlsx, etc.) preview without issue. jpg files on disk only and not on OneDrive ARE displayed in preview, the problem is only for jpg files on OneDrive, even though «Always keep on this device» is enabled.
If «Files On-Demand» is enabled and «Always keep on this device» is not enabled (files are in the cloud only) then no files are previewed (makes sense).
I have another computer that was just updated to 1709. The «Files on demand» feature has not been enabled so all OneDrive files are on disk. It displays jpg files on OneDrive in preview without issue.
To summarize my problem as I see it. jpg files on OneDrive are not displayed in File Explorer preview if and only if «Files On-Demand» is enabled, even though those files are kept on disk.
