Yesterday I removed some malware called ThinkPoint from a coworker’s laptop. After removing the virus and installing Microsoft Security Essentials I received a “this operation has been cancelled due to restrictions in effect on this computer” error:

This e rror occurs when someone or some thing has blocked an application from running on your computer. On a corporate network it may be a policy set by your administrator. If you see this error at home, it’s almost always because a virus has restricted you from running programs you may use to remove it.

Fixing “This operation has been cancelled due to restrictions in effect on this computer”

There are two ways in which programs can be restricted in Windows. The first is through the Registry. The second is through Group Policy. Try the Registry method firs, and if it doesn’t fix the problem try the Group Policy method.

Fixing the Registry

Programs can be kept from running by adding them to a key called DisallowRun in the Windows Registry. To remove these restrictions, follow the following steps.

1. Open regedit by clicking your start button and typing regedit and pressing enter. On Windows XP, Click Start, then run, then type regedit.
2. Find \HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer\ and delete the key called DisallowRun.

Fixing Group Policy

Applications can also be kept from executing via Group Policy. To remove these restrictions follow these instructions.

Эта проблема происходит из-за нарушения настроек по умолчанию в системном реестре, которое может возникнуть в следствии переустановки или обновлении версии браузеров, таких как Google Chrome или Mozilla, вирусной активности или других системных сбоев.

1. Скачать специальный fix , для ОС Windows 7 и более старых версий ОС
2. Сбросить настройки Internet Explorer, до настроек по умолчанию
3. Выполнить восстаноление настроек вручную

Последний способ рассмотрим подробнее.
Для восстановления настроек системного реестра, необходимо:
1. запустить редактор реестра RegEdit (При необходимости от имени администратора)
2. Перейти в ветку реестра:

И установить значение по умолчанию на htmlfile

3. проверить, что в ветке реестра
в значении по умолчанию указан путь до исполняемого файла Internet Explorer: «C:\Program Files\Internet Explorer\iexplore.exe» %1

После изменения настроек, веб ссылки стануть открываться, возможно, для некоторых ОС потребуется перезагрузка.

Устранение ошибки «Операция отменена вследствие действующих для компьютера ограничений»

Способ 1: «Редактор групповой политики»

Рассматриваемая проблема появляется из-за определённых настроек групповых политик Windows: какой-то из параметров прямо запрещает то или иное действие. Убрать ограничение можно с помощью оснастки «Редактор групповых политик».

Для всех методов устранения проблемы необходимо, чтобы у текущей учётной записи имелись администраторские полномочия.

Откройте оснастку «Выполнить» сочетанием клавиш Win+R, введите в ней команду gpedit.msc и нажмите «ОК».

Кликните один раз левой кнопкой мыши по второму столбцу «Состояние»: записи будут отсортированы таким образом, что включённые станут первыми позициями в списке.

Обычно по названиям пунктов понятно, за какую функцию они отвечают: например, «Запретить доступ к панели управления и параметрам…» вызывает появление ошибки при попытке запуска указанных оснасток. Для того чтобы отключить запрет, дважды кликните ЛКМ по требуемой позиции.

В окне настроек установите переключатель в положения «Отключено» или «Не задано».

По принципу из предыдущего шага деактивируйте все запреты.

«Редактор локальных групповых политик» позволяет добиться эффективного устранения проблемы, поэтому мы рекомендуем пользоваться именно им.

Способ 2: «Редактор реестра»

Задача усложняется, если целевая редакция Виндовс является «Домашней» или «Стартовой» – в них менеджер групповых политик отсутствует. Впрочем, выход из ситуации есть: отредактировать настройки можно с помощью средства управления реестром.

Повторите шаги 1-2 Способа 1, но на этот раз впишите команду regedit .

Для отключения запретов запуска системных компонентов просто удалите соответствующий параметр – например, NoControlPanel , который не даёт открывать «Панель управления». Для выполнения операции кликните по записи ПКМ и выберите в контекстном меню соответствующий пункт.

Если вы опасаетесь что-либо удалять, можно просто дважды кликнуть ЛКМ по нужной записи и указать её значение как 0 .

Для устранения запретов открытия стороннего софта перейдите в директорию DisallowRun. В правой части будет список параметров, именами которых являются порядковые номера, а значением – путь к исполняемому файлу той или иной программы. Эти записи можно только удалить.

После внесения всех необходимых изменений закройте «Редактор реестра» и перезагрузите компьютер.

Этот метод более трудоёмкий и неудобный, чем предыдущий, однако подходит для любой версии Windows.

Recently upgraded Vista Home to Windows 7 Home (64 bit). Now my Office 2007 hyperlinks do not work and receive the following error message; «This operation has been canceled due to restrictions in effect on this computer. Please contact your system administrator.» For example, Outlook email and Word links.

It is my personal laptop and I am the only user.

Important UPDATE to advice on this issue.

The message This operation has been cancelled due to restrictions in effect on this computer now has two possible recommended responses depending on its context.

This fix assumes an IE setting has become corrupted.

Malware may have disabled Security Essentials (as well as other anti-malware products) from running. Examine these registry keys:

HKLM\Software\Microsoft\Windows NT\CurrentVersion\Image File Execution Options

If any of these keys have “msseces.exe” as data, delete the data and restart your PC. Note: You may find that other anti-malware products have been disabled under either of these keys.

Sometimes when an administrator has to block certain programs for users on his system, he apply the restrictions by creating a list of restricted programs. Thus whenever users try to open the restricted programs, they’re likely to receive

However, in some cases it may be possible that the third-party software you used on your system have modified the permissions of programs and you’re receiving the same error message as mentioned above. Then you can’t figure out whom should you refer, because the you’re self the administrator in this case. So to deal out such problems, you can refer to following ways, depending upon which works best for you:

FIX 1 – Using Group Policy

1. Press + R and put gpedit.msc in Run dialog box to open Local Group Policy Editor. Click OK.

2. Navigate here:

User Configuration -> Administrative Templates -> System

3. In the right pane of above shown window, look for the Setting named Don’t run specified Windows applications and since you’re facing the issue, this might be set to Enabled. Double click the same to get this:

4. In the above shown window, set the policy to Not Configured status. Then click Apply followed by OK. You may close the Group Policy Editor and reboot the machine to get fixed.

If you’re not using Windows Pro or Enterprise editions, try this fix:

FIX 2 – Using Registry Editor

Registry Disclaimer: The further steps will involve registry manipulation. Making mistakes while manipulating registry could affect your system adversely. So be careful while editing registry entries and create a System Restore point first.

1. Press + R and put regedit in Run dialog box to open Registry Editor (if you’re not familiar with Registry Editor, then click here). Click OK.

2. Navigate here:

3. In the right pane of this registry location, look for the sub-key to Explorer key named as DisallowRun. Right click on this DisallowRun and select Delete. Once done, close the Registry Editor and reboot the machine to make changes effective. After restarting the system, the error must be resolved.

What to do if restriction is accidentally applied on regedit and gpedit.msc too. i.e. same restriction dialog box appears while trying to run above two in Run.

^^ First, reset Group Policy Editor: https://www.kapilarya.com/reset-local-group-policy-editor. Then try steps mentioned here with Group Policy.

The key you instruct to delete is not present in my machine but it still gives me the error. For me your solution does not work.

I have windows 10 Home 64 bit, upgraded from Windows 8. I have MS Outlook 2007. I have tried regedit option as suggested by you, but there is nothing in the path to delete. my path is only upto this:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies. there is nothing beyond this. my default browser is Chrome and default e-mail is MS outlook 2007. Can you pl. help me in this? this was working earlier but somehow not working now..

^^ Try creating empty sub-keys Explorer and WAU to Policies, see if it makes differences in situation.

I have windows 10 32 bit, I installed a third party software to restrict access of disk drive called “Disk Drive Security”.I forgot the password of disk drive security and due to this I can’t remove the restrictions, which applied on all drives except C Drive. I used all the tricks that you mentioned in your post and Neither I find the “Don’t run specified Windows applications” Enabled in gpedit nor Explorer key named as DisallowRun in regedit, but instead of Disallowrun there was a subkey to explorer is RestrictRun. can you please help me in this.

then you could use the REG command in windows cmd as asministrator

in solved mine with regedit
once you are in reg edit, HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer,
you will see a dword value at the right named ‘DissallowRun’ with a value 1, just double click to change the value to 0. that’s all problem solved. note this works on all.
