Windows Server 2016 Essentials has the same limitation—I tested it when it was released. Under Per User licensing, you need a Per User Windows Server CAL as well as a Per User RDS CAL for each unique human that will be connecting. It does not matter how many log on at any one time from a licensing perspective. For example, say you have 10 unique persons that will be connecting, however, never more than 1 person at a time. In this example, you need a total 10 Windows Server Per User CALs and 10 RDS Per User CALs. Please consult the relevant agreement document, product terms document, etc., as appropriate for precise licensing details. A local computer shop says Essentials should work because of the 25 users/ 50 devices spec that is pasted everywhere on the web. (They’ve been reliable in previous work, but I’m suspicious this time) . Another shop said they thought you could use up to 10 rd connections. In my case, I assume i would have to do ms server 2016 standard + 5 cal user pack + 1 cal user license to get what we need? (Yes, i would like to over-provision, but cost is an issue here. 1st Servers, and they just dumped $40k in accounting software and don’t want to spend the money on more software unless I can ‘prove’ it works first. But they definitely want to save money by dropping logmein! Sorry on the concurrent definition. So why does it even let you install licensing for RDS if you can’t do RDS? Why can you install EVERYTHING but RDS Virtualization if you can’t use it anyway? So will MS refund our money for licensing then since we can’t even use RDS?

For example, you could have Essentials as the Domain Controller and a Windows Server 2016 Standard member server with RDS deployment pointing to the RD Licensing server running on the DC. One possibility is to contact your reseller, explain to them you purchased Essentials by mistake, and exchange it for Windows Server 2016 Standard. If you purchased RDS CALs they will work with Standard edition. To migrate the RDS CALs to a new RD Licensing server I recommend you get the License Server ID from the existing RD Licensing server by opening RD Licensing Manager and opening Properties. You will also need your original licensing paperwork, emails, agreement number, licensing number, retail key pack id, etc., depending on the exact program you purchased the RDS CALs under.
