IMPORTANT Windows 8.1 and Windows Server 2012 R2 have reached the end of mainstream support and are now in extended support. Starting in July 2020, there will no longer be optional, non-security releases (known as «C» releases) for this operating system. Operating systems in extended support have only cumulative monthly security updates (known as the «B» or Update Tuesday release).

Improvements and fixes
This security update includes quality improvements. Key changes include:
Adds historical daylight saving time (DST) updates and corrections for the Palestinian Authority.
Addresses an issue with German translations of Central European Time.
Updates the Netlogon Elevation of Privilege Vulnerability (CVE-2020-1472) to enable Enforcement mode. For more details, see CVE-2020-1472 and How to manage the changes in Netlogon secure channel connections associated with CVE-2020-1472.
Security updates to Windows App Platform and Frameworks, Windows Hybrid Cloud Networking, and Windows Core Networking.

Known issues in this update
Certain operations, such as rename, that you perform on files or folders that are on a Cluster Shared Volume (CSV) may fail with the error, “STATUS_BAD_IMPERSONATION_LEVEL (0xC00000A5)”. This occurs when you perform the operation on a CSV owner node from a process that doesn’t have administrator privilege.
Do one of the following:
Perform the operation from a process that has administrator privilege.
Perform the operation from a node that doesn’t have CSV ownership.
Microsoft is working on a resolution and will provide an update in an upcoming release.

Corrects the DST start date for the Fiji Islands to December 20, 2020.
Addresses a security vulnerability by preventing applications that run as a SYSTEM account from printing to local ports that point to a file. Failing print jobs log error 50, “The request is not supported.” in event ID 372 in the PrintService\Admin event log. To address this issue going forward, make sure your applications or services run as a specific user or service account.
Security updates to Windows Graphics, Windows Silicon Platform, Windows Authentication, Windows Core Networking, Windows Peripherals, Windows Network Security and Containers, Windows Hybrid Storage Services, and Windows Remote Desktop.

After installing this update on domain controllers (DCs) and read-only domain controllers (RODCs) in your environment, you might encounter Kerberos authentication and ticket renewal issues. This is caused by an issue in how CVE-2020-17049 was addressed in these updates.

IMPORTANT Extended support for Windows Embedded Standard 7 Service Pack 1 (WES 7) ends on October 13, 2020. Customers who have purchased the Extended Security Update (ESU) for on-premises versions of some operating systems must follow specific procedures to continue receiving security updates. For more information, see KB4522133.
IMPORTANT Starting in July 2020, all Windows Updates will disable the RemoteFX vGPU feature because of a security vulnerability. For more information about the vulnerability, seeCVE-2020-1036 and KB4570006. After you install this update, attempts to start virtual machines (VM) that have RemoteFX vGPU enabled will fail, and messages such as the following will appear:
If you re-enable RemoteFX vGPU, a message similar to the following will appear:
“The virtual machine cannot be started because all the RemoteFX-capable GPUs are disabled in Hyper-V Manager.”
“The virtual machine cannot be started because the server has insufficient GPU resources.”

IMPORTANT WSUS scan cab files will continue to be available for Windows 7 SP1 and Windows Server 2008 R2 SP1. If you have a subset of devices running these operating systems without ESU, they might show as non-compliant in your patch management and compliance toolsets.

Known issues in this update
After installing this update and restarting your device, you might receive the error, “Failure to configure Windows updates. Reverting Changes. Do not turn off your computer,” and the update might show as Failed in Update History.
This is expected in the following circumstances:
