After data recovery (onto new hard drive), this computer could not been seen by others in the same network. I could not even ping it.

I was getting errors when opening firewall app. Just says settings are not as recommended. I get an error 0x8007045B when I click «Use recommended settings».

Click Advanced settings and get: An error occurred while trying to open the policy. Error: A system shutdown is in progress. Code: 0x45B

Ran: DISM /online /cleanup-image /restorehealth /source:C:\zzwin10\sources\install.wim (a known working wim)

DISM Completed successfully

Ran sfc /scannow and it reported it successfully repaired all. Log confirmed.

Rebooted but error still persists.

Did reinstall in place and problem still persists.

Firewall authorization driver exists but does not show up in Device Manager /show hidden/device by connection.

Ran: netsh advfirewall show allprofiles and got this:

Recently I discovered, indirectly, the windows firewall was not running on a laptop. Updates hadn’t been applied, and scans were passing. Basically, when the Windows Firewall service isn’t running, few things run right. Updates, appx, resets or fix, sfc ( completed with no errors, despite errors ), netsh, sc, even with a 3rd party firewall DISM ( couldn’t complete ) and Windows update didn’t work ( just failed and continued ); neither did optional components.

In the end, I removed the Windows Firewall Authorization Driver dependence in the Windows Firewall Service through the registry. Now the Firewall service starts without the dependence and DISM, appxpackages, store, Windows Update, and defender seem to work.

I’m wondering, how important is the Windows Firewall Authorization Driver for security? Should I be looking at a 3rd party firewall? Is the windows firewall still at full strength despite not having one of its dependencies removed? Sfc and DISM say everything is good now, but.

Ps: Let me just say, all the info and tricks I found on the web over 4 solid days didn’t work to fix the issue, only removing the dependence allowed me to move forward.
