As you may know, Microsoft start to depreciate language pack in «.cab» and replace them by «.appx».
I’m curently working on a master based on Win 10 1909. The base language is en-us.
1) When starting an OSD, a HTA appears with classic fields : computername, UI Language etc.. . This HTA set variables.
2) Based on the variable previously set, a step in the TS will install an .appx language pack (ex: french). This step works fine.
3) Then the TS continue, and install apps, run scripts etc..
4) The unattend.xml file is populated with language variables to do the switch (as i always do with .cab — from english to french).
5) Once the OSD is done, the computer restart, and ask me to choose between English and French. So i thought the answer file wasn’t doing his job. But actually, regarding in logs files, it appears that he can’t find the language set in the file : french.
After taking a look on google, I understand that .appx language pack are user side only. Actually I didn’t found a trick to do the switch automatically.
Then I decide to use the .cab provided on Win10 1903. Actually it’s working, the .cab is installed during OSD, the switch is done automatically between english to french. But I have lot of bugs, the big one is the Search Bar who is not working anymore (completly freezed). I try several things : Update my install image, use a new one.. But I still have the issue. Even more, I have displayed issue like in settings, there is missing fields replace by caracters / percantage.
Then, I decide to install both, .cab and .appx. Actually this solution solved my search bar issue, but I still have display problems.
Does anyone manage this new language ?
Also, I didn’t found language pack for 1909 in .cab or .appx.

How can I install a language packs on windows 10 1909 using PowerShell offline? These machines do not have access to Microsoft stores to download the language pack online.
What files are needed from the FOD.
how do I find which files belong to langauge pack which files are for something else.
I need around 16 different languages
I already download the FOD but everything is in one folder. I try to install the Client_de cab but that doesnt install all other features like, keyboard

You will need to download the Windows 10 Language Packs ISO file from your Microsoft VLSC.

The language packages can be installed using DISM.exe:

Each of the language packages in FOD disk has an IETF code that designates the country.
