Windows 10 hangs when restarting
I have 5 identical dell computers. 1 of them hangs when I restart. I have done 2 fresh installs and it still happens. If I shut the computer down ok then restart its fine. But when I restart the computer it hangs. I have left it on all night and the next day it is still restarting. Have sfc /scannow and no errors. chkdsk and no errors.
Why is this happening and is this a bug or is there something I should do to fix it. Any help would be appreciated

Since you’ve already performed fresh installation on that specific computer twice and the issue isn’t happening on the other computers, there’s a possibility that the issue is due to the hardware or BIOS configuration. We recommend that you contact your device manufacturer’s technical support for assistance on addressing this matter.

thanks for your prompt reply. I work as an IT man and have been for the last 30 years. I have checked the BIOS and ran hardware tests using a live linux disk. There are no faults with the hardware. This issue only started after I upgraded to windows 10 and ran ok before that.
It’s strange that you can switch computer off and back on with no problems, and this only happens when you restart the computer. This surely must be an issue with the operating system. You are the experts with windows and I would like you to look into this and give me a more in-depth reply. I think it must be a system fault. Can you please help me with this and tell me why it is happening? I have noticed that a lot of other people are having the same problem with no direct answer

have been looking at other posts about this issue and came accross this
It could be a compatibility issue with the new Fast Startup component.
Try the below steps and check:
- Open Control Panel / Power Options.
- On the Left side menu, select Choose what the power buttons do.
- Select Change settings that are currently unavailable.
- Scroll down to the Shutdown settings section.
- Remove the check mark from the Turn on Fast Startup option.
- Select the Save Changes Button.
Shut Down the computer, wait a couple of minutes and then use the Power Button to start the computer.
After I did this the shut down button now hangs as well. Could this mean that the Fast startup component is the cause of the problems. When I turned the fast startup option back on. The computer was back to what it was before. I could shut down computer ok and hit power buttom and came on ok but the restart button didnt work. Just frooze like before.
When are microsoft going to address this issue and let their paying customers know whats wrong

Two days ago Microsoft released a new Fast Ring build from the 20H1 branch. The released Windows 10 Build 18999 appears to come with a bug that prevents the operating system from shutting down and restarting by putting it in a deadly loop.
Windows 10 build 18999 represents the upcoming version 2020, code named 20H1. The build was released to Insiders in the Fast Ring. It includes the ability to make calls with the Your Phone app, and a number of fixes and improvements.
With this release, the resizable Cortana feature becomes available to a larger number of users. The list of general fixes and improvements for this build includes plenty of changes.
However, there is an issue with this new build, which I can confirm myself. When you shut down the OS, it just hangs. This currently happens to my PC. Here is a workaround that you could try. There are three different solutions which were reported by a number of users.
To Fix Windows 10 Build 18999 Hangs on Shutdown and Restart,
- Open a new elevated command prompt.
- Type and run the famous sfc /scannow command.
- Wait till it finishes. Reboot if prompted.
Some users report that Windows was able to find and fix some errors, and behaves as expected after that. This didn’t help me.
An alternative solution — a shutdown shortcut
- Right click the empty space on your Desktop. Select New — Shortcut from the context menu (see the screenshot).
- In the shortcut target box, type or copy-paste the following:
- Give your shortcut some name. Click on the Finish button when done.
Now, try to shutdown the OS using the shortcut you have created. This solution also didn’t help me.
An alternative solution — shutdown the OS from the lock screen
- Lock your user session (press Win + L).
- Click on the power button, and select the Shut down command.
- The process will take quite a long time, but Windows 10 will shut down.
This is the only method that worked for me. I am expecting Microsoft to fix it with the next build of Windows 10 ’20H1′.

I am having this issue of windows hanging on Shutdown and Restart on Windows 10 version 20H2 (OS Build 19042.685). The sfc /scannow command found and fixed errors, but did not resolve the issue. The shutdown from the lock screen seemed to work as did the Shutdown Shortcut (shutdown -g -t 0). Curiously, this last method results in a Restart rather than a Shutdown, which seems a little odd.
Windows 10 Installation hangs on restart — screen goes blank after Windows Logo. Upgrading Windows 8.1
I recently tried to upgrade my Windows 8.1 Lenovo Q190 to Windows 10 via the automatic upgrade offered.
As the upgrade started the PC was restarted and after the restart it shows the Lenovo logo then the Windows 8 Logo then it just goes blank, since its connected to my TV it goes blue which happens when the TV does not get any input or signal.
I have tried to restart but it is now stuck at this cycle.
Things I have tried without success:
1. Cannot get to Safe mode by pressing F8/SHIFT+F8. Nothing happens.
2. Made a recovery USB disk using my other laptop which also had windows 8.1 on it. Inserted that booted on USB but that also does exactly the same thing. Lenovo Logo -> Windows Logo -> Blank. I can feel the system running but nothing.
I am not sure what else to do apart from starting from scratch.
This is not what I expect upgrading to a new RTM version.
Any assistance appreciated.

Think I have the same problem as you now. Although mine started off working now has gone.
so I installed windows 10 and it worked great first time. Shut it down went to bed. Turned it on the next morning and it crashed at the start up screen (before I log on) so turned it off and turned it on and it worked. YAY. Tried to run steam (games). Didn’t work had to log off and log in again. Then it worked. YAY.
But now got home tried to start the computer and nothing black screen left it 20mins restarted. Again nothing happened. Restated did system diagnostic and no problem found. So went on to start it up. Again didn’t work.
Tried again. This time it told me windows didn’t start properly. It also said it found no faults so either just reset or advanced options. Tried a system restore from Wednesday Before the installation and it failed. So now I am left without a computer which before windows 10 worked perfectly.
Help please. As this isn’t just for games. It is for work and I cannot plan any lessons and prepare any materials for lessons for the upcoming academic year.

Windows 10 Update just hangs. Can’t restart or stop service. Build 9926 64bit. Dell Latitude D830, 4GB ram, SSD.
All I get is a swirling icon, for hours. I can’t start or stop the update service either through command line or services panel. I have rebooted multiple times.
Nothing. DOA. I guess I will wait for the next preview build, and then reinstall.

To fix the issue, please try the methods below:
Method 1: Check the System Date and Time on your computer.
Let’s first check if the system date and time are correct. If they are showing incorrect values, then follow the steps below and correct the time and date according to your time zone.
a. Press Windows key + R key on your keyboard.
b. Type “control» and click on «Date and Time».
c. Click Change date and time button (To change the time zone click on time zone tab).
d. Click Apply and Ok to save the date and time.
If the issue still persists try method 2.
Method 2: Run the Windows Update troubleshooter.
You may also run the fixit “Windows Update troubleshooter “from the article below and check if that helps.
Windows Update troubleshooter makes sure that your computer is connected to the Internet, and checks to see whether your network adapter and Windows Update services are running correctly.
