Добрый день.
В поиске наберите Планировщик и откройте планировщик заданий. Отключите в нем все задания. Нажмите Win+R, в поле напечатайте taskmgr /0 /startup и нажмите Enter. Отключите все что есть в автозагрузке. Перезагрузите компьютер.

Понаблюдайте, исчезла ли проблема.

Even though I recommend you first try TrayStatus as it officially supports Windows 10, Keyboard Indicator offers a lot more options.

For example, by default, when you press Caps Lock, Num Lock or Scroll Lock, you’ll get an icon inside the taskbar that changes status, exactly like TrayStatus does.

However, Keyboard Indicator will also give you a toast notification and will play a notification sound, making sure you never miss activating one of these functions.

Also, Keyboard Indicator offers lots of customization options, from the font size and color to the position and time duration of the toast animation, and even allows you to customize the text it displays.

The only downside of Keyboard Indicator is the fact that you can get indicators only for Caps Lock, Num Lock, and Scroll Lock.

Solution 4 – Remove the problematic updates

If Caps Lock indicator isn’t working on your PC, the problem might be a recent update. Windows 10 tends to automatically install updates, and sometimes a certain update can cause this problem to appear.

If this problem started recently, you might be able to fix it simply by removing the latest update.

To do that, follow these steps:

1. Open the Settings app by pressing Windows Key + I shortcut.
2. When Settings app opens, navigate to Update & Security section.
   
3. Now click on View install update history.
   
4. Select Uninstall updates.
   
5. Now locate the most recent update and double click it to remove it.
   

How to turn off Windows 7 Caps Lock Indicator?

When you shutdown/logoff/restart your system Windows writes to your profile in the registry the current state of the lock keys (part of the «Saving your settings. » process). All three lock keys work the same way.

When you logon again, your profile is read (Loading your settings. «) and the lock keys are restored to the same state they were when you last logged off/shutdown/restarted.

If you want caps lock on the next time you login, be sure it is on when you logoff/shutdown.

If you want caps lock off the next time you login, be sure it is off when you logoff/shutdown.

When you power up, the lock keys are all off but depending on your BIOS settings you may able to force them to a different state during the POST (Power On Self Test).

Then when Windows loads, it assume the default state which is all off (keep an eye on the indicators). You can adjust the default state of the indicators after Windows loads from all off to whatever you desire but that may change when you login.

Then when you login, Windows reads from your profile the state the the lock keys were in when you last logged off/shutdown/restarted and restores them to that state.

Since every user has their own profile the lock keys could behave differently for every user but they will always be the same way they were when that user logged off.

If your system is set to automatically log you in, you can watch the indicators blink/flash as your system goes through the BIOS setting, when Windows loads (all off) and then they assume the state they were in when you logged off/shutdown/restarted — for me that is Num Lock ON.

This processing of lock keys is why you may see the indicator blink or flash when you power up your Windows system.

This is the way Windows has worked since it was invented.
