Так запускается без лишних вопросов.
Все ярлыки лежат в C:\ProgramData\Microsoft\Windows\Start Menu\Programs Провёл ревизию ярлыков — вообще очень мало тех, которые запускаются без вопросов (MS Word, MS Excel, Adobe Reader, Lingvo X3). К проблемным ярлыкам относится большинство: все системные (Accessories\Calculator и т.д.), Microsoft Silverlight, Nero Burning ROM, Radmin Viewer 3, Opera, Paint.NET и т.д. и т.п.
Долго сравнивал свойства проблемных и беспроблемных — заметил только одну особенность, которой они различаются. Не знаю как точно словами её описать, лучше на скриншотах покажу.
I am using Visual Studio code from the zip file so that I have more control of where my data is stored (trying to keep it from writing to my roaming profile), but every time that I launch the application Windows 10 is giving me a security warning asking if I want to run the file, is there a way to disable this warning for this specific file? Note, that I do not want to disable this for all files.

You are receiving this security warning precisely because you are running it straight from the zip archive. You’re essentially running vscode from the temp directory.
This warning shows up for all executables ran from the temp directory as well as network shares. Disabling for just this file is possible but since you run your file straight from the zip archive I’d be surprised if Windows remembers this setting. To do this, simply navigate to the .exe in your temp folder, go to its file properties and check the «unblock» checkbox.
However since you’re trying to «sandbox» your vscode installation, I’d recommend checking out VSCode’s Portable Mode instead. This mode enables all data created and maintained by VS Code to live near itself, so it can be moved around across environments. It will essentially write everything to its own data folder rather than your roaming profile.
«How do you want to open this file?» pop-up, Windows 10
This (system?) pop up won’t stop. Clicking on any of the choices doesn’t open any file.
It doesn’t matter what I’m doing, or what programs are running. It pops up with nothing running.
Running windows 10 on a 1 yr. old HP Envy and using Kaspersky anti-virus. Kaspersky hasn’t detected any problem.
Have run scans of system, components and ran all HP trouble shooting and diagnostic tools. No help —
Have installed all HP, Windows & Intel updates. No help —
To get rid of I have to move my cursor off the pop up and just click the mouse.
Google Chrome is set as my default browser.
I’ve restored to a previous point. No help —
The «How do you want to open this file pop-up» continues to come up every 20 to 30 seconds.
This is very annoying and frustrating. I don’t believe it’s a virus or malware.
I’m considering running a system file check but wouldn’t be surprised if nothing is found corrupt or needs repair.
I’ve read thru all the other topics on this problem but can’t find this question posted for this problem relative to this situation. Looking forward to a solution.

Did you make any changes to the computer prior to the issue?
The issue could occur if there is any third party conflicts on the computer.
I suggest you to place the computer in a Clean Boot and check if it helps.

I tried your suggestion and followed all the instructions. I did everything twice just to make sure I didn’t get different results. Nothing has changed.
And I ran a system file check too and there were no corrupt/missing or damaged files detected.
As for third party infection or virus/malware. I don’t receive forwarded mail and if I did it would not get opened. Do you think I need to use an anti malware/virus detector program? I’m running the latest Kaspersky and it’s always been overly protective really.
I haven’t downloaded anything except for bona fide O.E.M. (1st party) updates. I haven’t changed any settings. This started about 3 days ago right out of the blue. Like I said, I restored the computer to a previous point when it wasn’t doing this. No help-
I’ve been scammed by a 3rd party download and it took a lot of work to correct.
I spent a little time on the phone with MS support yesterday and they weren’t any help.
Hope you have more ideas. Would like to hear them.

Я запускаю инсталляционные файлы дополнительного софта, а Vista выкидывает оекно «Security Warning» и спрашивает «Do you want to run this file?» — приходится нажимать — «да, очень хочу».
Не подскажет всезнающий All, как сделать так, чтобы Vista не выкидывала окно «Security Warning», сразу запускала файл?

Неоднократно обсуждалось — дело в UAC. Для его выключения: Пуск — Панель управления — Учетные записи пользователей — Включение или отключение контроля учетных записей (UAC).

про UAC я знаю, но Security Warning — Do you want to run this file? — это немножко другое. Это что-то типа доверяете ли вы содержимому сетевого места \\comp.
Эта бадяга пошла еще с Windows XP SP2. Просто при автоматической установке Vista я запускаю коммандный файл с автоматической установкой дополнительного софта, например так: «\\comp\Install\SMSClient\client.msi» /qb «\\comp\Install\IrfanView\iview400_setup.exe» /silent
прописанного в параметре файлаAutounattend.xml — RunSynchronousCommand — компонента Microsoft-Windows-Deployment на этапе 4 specialize. Здесь UAC еще не работает.
Сам дополнительный софт инсталлируется автоматом (если поддерживает командную строку инсталлятор этого софта) но, перед запуском каждой строчки инсталляции софта выскакивает виндовое окошко: «Security Warning — Do you want to run this file?» и приходится на каждый софт нажимать кнопку, да — очень хочу. Как бы запустить инсталл софта, так что бы Vista не спрашивала «Security Warning — Do you want to run this file?». Плиз, продублируйте ответ в аську 317817221.
