February 10, 2015 update for Office 2013 (KB2910921)

This article describes update KB2910921 for Microsoft Office 2013 that was released on February 10, 2015. This update also applies to Office Home and Student 2013 RT. This update has a prerequisite.
Please be aware that the update in Download Center applies to Microsoft Installer (.msi)-based edition of Office 2013. It does not apply to the Office 2013 Click-to-Run editions such as Microsoft Office 365 Home. (How to determine?).
Improvements and Fixes
Improves performance of apps for Office in the following scenarios:
Trusts and activates an app for Office from the Office store for the first time.
Loads a document that contains one or more apps for Office.
Fixes the following issues:
Consider the following scenario:
You sign in with your Microsoft account in Office 2013.
You enable the two-step verification feature for your Microsoft account.
You are prompted to verify your identity when you try to insert an app for Office.
In this scenario, the app is not activated after you verify your identity.
When you input invalid data into a cell that has validation criteria set and then focus on an Office Store application in an Excel 2013 workbook, you receive a dialog box that states there is a data validation error as expected. However, you cannot interact with the dialog box and Excel 2013 stops responding.
Consider the following scenario:
You sign in with your Microsoft account in Office 2013.
You enable the two-step verification feature for your Microsoft account.
The Account tab in the Office 2013 application has an Account Error message and a Fix Me button.
In this scenario, the Fix Me button does not fix the account error.

To install this hotfix package, you must have Microsoft Office 2013 or Microsoft Office 2013 Service Pack 1 installed.

How to determine whether my Office installation is Click-to-Run or MSI-based:
Start an Office 2013 application, such as Microsoft Word 2013.
On the File menu, click Account.
For Office 2013 Click-to-Run installations, an Update Options item is displayed. For MSI-based installations, the Update Options item is not displayed.

IMPORTANT Starting in July 2020, all Windows Updates will disable the RemoteFX vGPU feature because of a security vulnerability. For more information about the vulnerability, seeCVE-2020-1036 and KB4570006. After you install this update, attempts to start virtual machines (VM) that have RemoteFX vGPU enabled will fail, and messages such as the following will appear:
If you re-enable RemoteFX vGPU, a message similar to the following will appear:
“The virtual machine cannot be started because all the RemoteFX-capable GPUs are disabled in Hyper-V Manager.”
“The virtual machine cannot be started because the server has insufficient GPU resources.”

What’s new for Windows 10, version 1909 and Windows 10, version 1903 release notes
Windows 10, versions 1903 and 1909 share a common core operating system and an identical set of system files. As a result, the new features in Windows 10, version 1909 were included in the recent monthly quality update for Windows 10, version 1903 (released October 8, 2019), but are currently in a dormant state. These new features will remain dormant until they are turned on using an enablement package, which is a small, quick-to-install “master switch” that simply activates the Windows 10, version 1909 features.
To reflect this change, the release notes for Windows 10, version 1903 and Windows 10, version 1909 will share an update history page. Each release page will contain a list of addressed issues for both 1903 and 1909 versions. Note that the 1909 version will always contain the fixes for 1903; however, 1903 will not contain the fixes for 1909. This page will provide you with the build numbers for both 1909 and 1903 versions so that it will be easier for support to assist you if you encounter issues.

End of servicing
IMPORTANT Windows 10, version 1903 will reach end of servicing on December 8, 2020. To continue receiving security and quality updates, Microsoft recommends that you update to the latest version of Windows 10. If you want to update to Windows 10, version 1909, you must use the Enablement Package KB4517245(EKB). Using the EKB makes updating faster and easier and requires a single restart. Known issues
Certain Japanese half-width Katakana and full-width Katakana characters that have a consonant mark aren’t interpreted as the same character. When you use the CompareStringEx() function with the NORM_IGNOREWIDTH flag to compare them, these characters are evaluated as different because of an issue in the sorting rule . This issue affects all the updates starting on June 9, 2020 for Windows 10, version 2004.
Open the Command Prompt window ( cmd.exe) with elevated privileges.
Run “reg add HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Nls\Sorting\Versions /ve /d 0006020F /f”
Restart the computer or processes to see the full effect.
Important If you have not installed KB4586853or later on the computer, setting an invalid value in this registry might prevent the computer from starting up.
This workaround reverts the National Language Support (NLS) sorting rule to version 6.2, which is used in Windows 10, version 1909 and earlier. When sharing data between systems, consider applying the workaround consistently. If you use this workaround, conduct sufficient testing and evaluations to mitigate problems caused by different sorting rule versions on multiple systems.

Windows 7 February 2015 2 «Important Updates» Constantly Failing
I am using Windows 7 Home Premium 64-bit System. Internet Explorer 11 32-bit is my default Web-browser. I, and I notice others are having a problem with the February 2015 «Important Update»: Update for Microsoft Visual Studio 2010 Tools for Office Runtime (KB3001652)
Here are the details in my PC’s «View Update History», as I clicked on «Copy details» and pasted them here below, in braces

This update rollup for Visual Studio Tools for Office fixes a number of top customer issues for the Runtime. In particular, it addresses a premature shutdown of Windows Presentation Foundation (WPF) for certain add-in configurations, as well as slow Office shutdown for add-ins using WPF on touch-enabled devices. The update also includes fixes from the previous update rollup, KB #2796590

I have been using this PC: Dell Laptop Studio 1558 for four and one half years now, and have only experienced a problem installing «Important Updates» for Windows 7 Home Premium Service Pack 1, ONCE BEFORE, about two years ago, and it was a Microsoft Problem. The same update installed without a problem via the same IP address in my home on my wifes’ Asus notebook PC, Windows Starter. She does not even have Microsoft Word on it. I have Microsoft Word 2010, and have just got a Windows 8.1 version phone, a Nokia Lumia 520.
I would sincerely appreciate any help with this problem,

You sure have a lots of issues.
When I had windows 7, and issues would start pilling up, or after running sfc /scannow , I was informed that some od my system files were corrupted and could not be repaired, I would re-install Win. 7, (Clean install).

Thanks SergeKdaloff-933, but I think that many people are having the same problem with this Windows 7 update, and I am hoping that it’s on Microsoft’s end, which I have read that this is apparently the case. I have read that on some of the threads here today. I spent all of the day wasted on this issue yesterday, and some this AM. I GIVE UP, trying to run the Windows 7 Automated Fixes. The problem that bothers me the most is that the MONSTER Update is always included on my «Shut down» and «Restart» button on mt Taskbar. Thanks again, I feel that it’s best to ignore the messed up update, and let the voluminous complaints of the Windows 7 users prompt Microsoft to offer «Automatic Updates» to remedy the problem. I AM SO DONE WITH IT, I have many other things in life to get on with, so I will from here on out ignore the problem on my PC until it becomes a bother to my OS.

Hi there folks. I have a similar problem.
My PC is failing to update on an industrial scale. Tried downloading the System Update Readiness Tool but no joy. It’s spending ages trying to update each time I switch on — 20 minutes or so. It started in earnest with KB2952664 in October 2014 and since then it has failed with increasing frequency. Now all updates are failing. I despair as this is my work PC and it’s costing me lost earnings. I have paid PC techs ££ to work on it to no avail. I really don’t want to reinstall — this would take me ages and I would no doubt lose some of my programmes. Any ideas?

Please provide a copy of your System Information file. Type System Information in the Search Box above the start Button and press the ENTER key (alternative is Select Start, All Programs, Accessories, System Tools, System Information). Select File, Export and give the file a name noting where it is located. Do not place the cursor within the body of the report before exporting the file. The system creates a new System Information file each time system information is accessed. You need to allow a minute or two for the file to be fully populated before exporting a copy. Please upload the file to your OneDrive, share with everyone and post a link here. Reports in normal mode preferred. Please say if the report has been obtained in safe mode.
Please upload and share with everyone copies of your System and Application logs from your Event Viewer to your OneDrive and post a link here.
To access the System log select Start, Control Panel, Administrative Tools, Event Viewer, from the list in the left side of the window expand Windows Logs and select System. Place the cursor on System, select Action from the Menu and Save All Events as (the default evtx file type) and give the file a name. Do the same for the Applications log. Do not provide filtered files. Do not place the cursor in the list of reports before selecting Action from the menu. Do not clear logs whilst you have a continuing problem.
