Could you please tell us why this is by design, as I have seen literally hundreds of posts on various forums complaining about this issue and I can’t think of a single reason for reducing the size of taskbar icons without a way to make them bigger again.
And I’d love to offer feedback to microsoft, but since I set my diagnostic and usage data too low the Feedback App won’t work.

Hi there, just came across your problem re taskbar icon size
I’m using win 7 btw. Change icon size in taskbar (not sure if it will work with Win 10 as have never used that system) by Desktop/Control Panel/Display
Your screen size will be 100% default so change to Medium which might be 125% . This should increase the icon size
How to Change the Icon Size in Windows 10
By Melanie Pinola 29 April 2019
Wish the desktop icons in Windows 10 were bigger so you could stop squinting at them or they’d be easier to tap on a touch screen laptop? Or do you wish they were smaller so the shortcuts didn’t take up as much space on your laptop’s screen? Not to worry, we have a list of short steps on how to change the icon size in Windows 10.
How to Change the Size of Desktop Icons in Windows 10
1. Right-click on an empty space on the desktop.
2. Select View from the contextual menu.
3. Select either Large icons, Medium icons, or Small icons. The default is medium icons.
On my laptop with a native 1600 by 900 pixels display, the large option looks huge, the small size is too small, and the medium size looks just right (as Goldilocks would say). Your mileage might vary depending on your screen’s display resolution. Changing the size of the icons on the desktop doesn’t affect the size of the icons elsewhere in Windows 10, but there are ways you can change those too.
How to Change the Size of the Taskbar Icons
If you want to change the size of the icons in your taskbar, there’s a different setting for that, which will also change the size of text, apps, and other items across Windows 10.
1. Right-click on an empty space on the desktop.
2. Select Display settings from the contextual menu.
3. Move the slider under «Change the size of text, apps, and other items» to 100%, 125%, 150%, or 175%.
4. Hit Apply at the bottom of the settings window. Windows might ask you to log out and log back in for a more consistent experience.
This will not only make the icons in the taskbar a bit larger, but it will also make text bigger in apps like Microsoft Edge and Calendar, as well as in Windows 10 notification windows.
How to Change the Size of Icons in File Explorer
If you’d like larger or smaller icons or thumbnails in particular folders, you can change those on the fly in File Explorer.
Just head to your folder location and use your mouse’s scroll wheel to zoom in or out, effectively switching the view between Windows 10’s large icons, medium icons, small icons, list, details, tiles, and content views.
Although File Explorer will remember your last setting when you open this folder again, this is a folder-specific setting, so you’ll have to adjust each folder you’d want different icon and text sizes for.

Desktop icons are too big or too small? How can I resize the desktop icon size? In this tutorial we’ll show you how you can simply change the taskbar & desktop icon size in Windows 10, 8 and 7.
Part 1: Change Desktop Icon Size
To change the size of desktop icons, right-click on an empty space on the desktop, and then click on View, and then select the size of the icons, either Large, Medium or Small icons. The default is Medium icons.
But what if you want to make the desktop icons smaller than the default small icon, or larger than the default large icon? Using the mouse wheel button you can set the icon size to any size you want:
To get started, make sure the desktop has the focus, this can be done by just clicking any empty space of the desktop. Press and hold down the Ctrl key on your keyboard, and then using your mouse wheel, roll it upward to make the icons size larger, or downward to set the icon size smaller.
Part 2: Change Taskbar Icon Size
The taskbar icons are really small? How can I make them appear larger? To do this, right-click on an empty space in the taskbar and then select Properties.
On the Taskbar tab, uncheck the “Use small taskbar buttons” box in Windows 10/8. If you’re running Windows 7, uncheck the “Use small icons” box. Click OK.

Me too. Fine in the daytime but at night, my monitor becomes the bedroom TV.
At 2560×1600, I’ll need a telescope tonight!

Hi there — I think I have the solution you need.
Right click on the desktop background (long press if using touch), select «display settings». Of the few options, one is a slider under the description «Change the size of text, apps and other items: x%». The default for my laptop was 100%, the slider can take you to 175%. For me, 125% is perfect.
If this changes the size of your desktop shortcuts (in addition to taskbar items) you can use normal zooming to change just the desktop (i.e. hold control while scrolling wheel on mouse, or 2-finger pinch zoom on touchpads or touchscreens). This solution also changes the size other things such as the start menu and program menu bars, but hopefully that isn’t a problem for you as it seems to be the only choice that I can find.

Are you using any third party program to customize or personalize desktop icons?
If you have upgraded to Windows 10 recently and you have third party programs installed to customize desktop, I would suggest you to uninstall them as they would create conflicts with Windows.

And that link that you sent does not indicate a way in which I can make the taskbar icons any bigger.

Alright folks, you have to go to Settings first, then go to Display, then and if you got multiply displays YOU select the display you want that has your TASK BAR on it. Me, 3 displays and mines to the left top!
Next you go and move the slider to the right that’s asking you «Change the size of text, apps, and others items» and move that bar to the right and this will increase your ICON SIZE. It happens after you press «Apply». Also, choices are 125%, 150%, etc.
NOTE; You may have to make your Task Bar larger, i.e. increase how tall it is by using your arrows to move it to make it taller!
Mine looks kind of discombobulated but I’m happy with it. I actually have two (2) rows now!
