For better understanding of the issue, please provide us following information:
- What is the make and model of the computer?
- Do you get this error message while using any software or performing any task?
- Have you made any changes to the computer prior this issue?
I suggest you to perform the troubleshooting steps below and see if it helps:
Disconnect External devices
If you have attached any external hardware component such as External HDD please remove it and try starting your computer normally.
Put the computer in clean boot
A clean boot allows the Windows operating system to launch without any additional programs or services running when you turn the computer on. This allows you to determine if computer issues are caused by a program or service that starts up when you boot the machine.
Place the computer in clean boot and check if the issue persists. You may follow the article mentioned to perform a clean boot.

проблема была в системном файле, который corrupt.

Windows must now restart because the Plug and Play service terminated unexpectedly —or— Windows must now restart becasue the DCOM Server Process launcher service terminated unexpectedly.
Do you know when this problem began? Try a System Restore to a point in time BEFORE the problem began. Here’s the procedure: http://www.howtogeek.com/howto/windows-vista/using-windows-vista-system-restore/ . Be sure to check the box to show more than 5 days of restore points. If the first attempt fails, then try an earlier point or two. NOTE: You will have to re-install any software and updates you installed between now and the restore point, but you can use Windows Update for the updates. Use the recovery disk if the system prompt doesn’t work.
If the System Restore doesn’t work, do a Startup Repair by booting to the genuine Windows Vista Installation Disk (or one you can borrow from ANYONE) or from a Recovery Disk. Here’s the procedure: http://www.bleepingcomputer.com/tutorials/tutorial148.html . To boot to the CD you may need to change the BIOS to make the CD-drive first in the boot sequence. To do that, wait for the screen that tells you the F key to push to access the boot menu or boot setup. Push it quickly. Make the changes, save your work, and exit. Put the CD in the drive and reboot. When prompted, push any key to boot from the CD.
If you don’t have either disk, you can make a bootable Recovery Disk using http://neosmart.net/blog/2008/windows-vista-recovery-disc-download/ along with burning software like: http://www.snapfiles.com/get/active-isoburner.html and, of course, a blank CD.
If that doesn’t work, try to boot into safe mode (repeatedly click the F8 key while booting and go to safe mode with networking – or do so from the command prompt on the disk). Then let’s check some of your system files:
Go to Start / All Programs / Accessories / Command prompt and right click on command prompt and click run as Administrator (you can skip this step if using the disk).
Type sfc /scannow and enter and let it run. It will scan and try to fix some of your system files. Hopefully it will complete with no corruption it could not repair (if there is such corruption post back here or try to analyze it to find the problem file(s) using http://support.microsoft.com/kb/928228 . Try to post any corrupted files here so we can see if they can be repaired with good copies from the installation disk (unless there are too many).
While in Command Prompt, type chkdsk /f /r and enter and let it run. It will scan and try to fix any corruption or bad sectors on your hard drive and mostly remove that as a potential cause.
If that doesn’t work, then please post any repeating error messages from the Event Viewer concerning shutdown (Start / Control Panel / Administrative Tools / Event Viewer – or typing eventvwr from the command prompt). Here’s how to use Event Viewer: http://www.bleepingcomputer.com/forums/topic40108.html .
If that doesn’t work, we’ll need to do a system repair/upgrade using the genuine Windows Vista Installation Disk (one you own or one you can borrow from ANYONE). Here’s the procedure: http://www.vistax64.com/tutorials/88236-repair-install-vista.html . Although this will not affect your data, settings, or programs, you should still backup your data before starting just to be on the safe side. If the other procedures don’t work, THIS one is almost certain to work. You may have a lot of updates to re-install (including any service packs you had to remove). If the version on the system came with SP1 or SP2 pre-installed and the disk is an earlier version, then you’ll need to make a slipstream disk as follows: http://www.vistax64.com/tutorials/151606-vista-sp1-slipstream-installation-dvd.html .
Hopefully one of these procedures will resolve your problem. If not, post back and we’ll try something else. Post back in any case so we’ll know how it turned out.

Computer Repeatedly Restarts Because Plug and Play Services Terminated Unexpectantly
I’m not really sure what’s going on here and it’s kind of frustrating me. How do I resolve this?

1. What is the exact error message that you are receiving?
2. What happens when you boot the computer in safe mode?
Follow these steps to start the computer in safe mode.
Click the link and follow the steps “Start your computer in safe mode”
Run a full computer scan with the Microsoft Safety Scanner to make sure that the computer is virus free.
Note: Any data files that are infected may only be cleaned by deleting the file entirely, which means there is a potential for data loss.
For issues with System File Checker Scan, I would like you to check and make sure that Windows Modules Installer is started and then try running the SFC Scan. You may refer to the following steps to check Windows Modules Installer service.
a. Click on Start.
b. In the start Search box type Services.
c. Right Click on — RUN AS ADMIN
d. Scroll down to Windows Modules Installer.
Now you can try running SFC scan from Windows Recovery Environment (WinRE). You would need a Windows 7 DVD to boot into WinRE.
What are the system recovery options in Windows?
Open command prompt and type in the following command:
SFC /SCANNOW /OFFBOOTDIR=c:\ /OFFWINDIR=c:\windows
Where «C:» is your system drive.
This will check for any integrity violations and fix any corrupted operating system files.

The message seems to vary. It usually says, «Windows must now restart because the Plug and Play services terminated unexpectedly.» But it has also said, «Windows must now restart because the Power Service terminated unexpectedly.» and once it simply said it was shutting down in one minute and then proceeded to restart without my permission.
When I go into safe mode the computer acts as it normally would while in safe mode.
I ran the Microsoft Safety Scanner in safe mode. It didn’t detect anything on the Full Scan.
I tried using the command «sfc/scannow» in the command prompt with Windows Modules Installer started. It still stopped at 6% and gave the same error message saying, » Windows Resource Protection could not perform the requested operation.»
I did the » SFC /SCANNOW /OFFBOOTDIR=c:\ /OFFWINDIR=c:\windows» command in it as well. I’m not sure it did anything though. I don’t know what it was supposed to do or if I even did it right.

I have a fresh copy of Windows 10 Anniversary Edition installed. I have been checking the event logs and from time to time I see a bunch of 7031 & 7034 events all for «Service Control Manager». Each event has a different service but the error is always the same: «The XXX service terminated unexpectedly. It has done this 1 time(s). The following corrective action will be taken in 120000 milliseconds: Restart the service.» Examples of services (XXX) are:
IKE and AuthIP IPsec Keying Modules
User Profile Service
System Event Notification Service
Remote Desktop Configuration
Shell Hardware Detection
Windows Management Instrumentation
Update Orchestrator Service for Windows Update
Windows Push Notifications System Service
Windows Insider Service
A couple minutes later, I see a bunch of 7032 events with this description: «The Service Control Manager tried to take a corrective action (Restart the service) after the unexpected termination of the XXX service, but this action failed with the following error: An instance of the service is already running.»
In this case, the services are a subset of the ones listed above.

Any ideas why this is happening or how to resolve?

I have exactly the same issue as described.
SFC and DISM found no issues and a system reset has not resolved the issue.
It appears to be related to Windows 10 AU.
I have the same issue.
I have upgraded my Windows 10 Pro (build 1511) to Windows 10 AU and the system becomes unstable with many system services that has crashed with error 7034.
I have tried tho run SFC and DISM but nothing changed.
Then I have reinstalled a fresh copy of the latest ISO of Windows 10 AU and at the first logon, all the system services has crashed with the same error.
This is a list of all services that crashes with a clean installa of Windows 10 AU:
