The error message indicates, you can only gain access to or take ownership of the file/folder by getting the elevated permission of a local administrator. So, to resolve the problem, you need to change the ownership of the drive.

Solution 1: Take Ownership of the Hard Drive

Log out of your user account.
Log into the administrator account.
On your keyboard, press Windows Key+E. Doing so will launch File Explorer.
On the left-pane menu, click This PC.
Now, go to the right pane and right-click your hard drive.
Select Properties from the context menu.
Once the Properties window shows up, go to the Security tab.
Click the Advanced button.
On the Advanced Security Settings window, click the Owner tab.
Click the Edit button.
Select the user you wish to set as the owner of the drive.
Make sure that the ‘Replace owner on subcontainers and objects’ option is selected.
Save the changes you made by clicking Apply and OK.

Solution 2: Run the App as an Administrator
You may encounter the error message when opening an app which requires administrative privileges. In this case, you need to configure the app’s settings to let you open it as an administrator all the time.

Here are the steps:

Right-click the app, then select Properties from the options.
Now, go to the Compatibility tab.
Select the box which says, ‘Run this program as an administrator’.
Save the changes you made by clicking Apply and OK.

Solution 3: Disabling UAC

It is possible that you’re getting the error message because of the User Account Control (UAC) settings. So, you can try disabling UAC to know if it is the culprit. To begin, follow the instructions below:

Press Windows Key+S on your keyboard.
Inside the Search box, type “Change user account control settings” (no quotes), then hit Enter.
Now, drag the blue bar down to the ‘Never notify’ option.
Save the changes you made by clicking OK.

The long row of numbers that you see in the list of accounts on the security tab is called a SID (or Security ID). When Windows can’t recognize the security identifier associated to the file ACLs (Access Control List / Permissions) it displays the SID. Normally Windows will be able to translate that SID in to an account name or alias, such as ‘DOMAIN\Username’.

It looks like the original permissions are still associated to the files you’re trying to access and they’re considered foreign to the computer you’re trying to access them from. In order to open these files you will need to take ownership of them and give yourself access to read (and/or write/modify/delete). This is where the error message comes in. «The requested operation requires elevation» means that in order to open the file you’ll need the elevated permission of a local administrator to take ownership and gain access.

You may already be logged on your system as a user that is a member of the local administrators, however Vista, Windows 7, and Windows Server 2008 offer additional layers of Security to help protect your system. This is called UAC or User Access Control. Basically even though you’re on as administrator Windows protects certain administrative functions with another security layer. You’ve probably seen the screen get dimmed and a dialogue asking you if you want to Continue or Cancel a certain operation. This is UAC asking if you’re really really really sure you want to do what you’re about to do and making sure you’re the one trying to do it and not a rouge process or virus trying to take over.

In order to change the ownership of the files you can.

1. go in to the properties of the folder that contains the files you need to take ownership of
2. click on the security tab
3. click Advanced
4. click on the Owner tab
5. Click Edit.
6. Select the account name in the Change owner to list that you want to take ownership
7. Check the box, Replace owner on subcontainers and objects
8. Click OK

The ownership information will be updated on all of the objects in the folder including subcontainers (or the subfolders). Depending on how many files and folders there are under your starting point this make take some time to complete. Once it’s down you will be able to modify the Security permissions as you wish for the files and folders (such as Full Control, Read Only, Read & Write, etc).

NOTE: If you’re not logged on as an administrator on your system, the above steps will not work as taking over file object ownership requires administrator privledges.

What files are you trying to open?

I suggest you to try the steps provided below and check.

1. Type CMD in Search. Right click on it to run as an administrator.
2. Type the following 2 commands at the Command prompt:

dism /online /cleanup-image /restorehealth

3.Close the CMD window.

4.Check to see if the issue is resolved. If not, restart the PC.

What files are you trying to open?

MS Office and LibreOffice files, mostly .doc, .docx, and .ppt

dism /online /cleanup-image /restorehealth

did not fix the problem, resulted in automatic restart, error: bad_pool_header

Windows Resource Protection did not find any integrity violations.

I suggest you to follow the steps below to give administrator permissions to the desired folder and check if it helps.

1. Right click on the desired folder and select Properties.
2. Click on Edit button in Properties windows. Click ok to confirm UAC elevation request.
3. Select user/group from permission windows or click Add to add other user or group.
4. Now under Permission section check the rights which you want to grant i.e. check “Full Control” under the “Allow” column to assign full access rights control permissions. (Generally we add ‘Everyone’ to given permission to all the users on the computer).
5. Edit the permission to Full Control for ‘Everyone’.
6. Click OK for changes to take effect and click ok again to exit from Properties window.

I selected Properties and navigated to the Security tab but got no UAC elevation request. I added ‘Everyone’ and checked Full Control. When I clicked Apply, I received an Error Applying Security for multiple files in the folder.

An error occurred while applying security information to:

Failed to enumerate objects in the container. Access is denied.

I have been trying to open Open Office .odt files. They used to open. Now I get «the requested operation requires elevation» In fact it has gotten worse. I was able to still open them if I opened open office writer first. Now I get the same error message when trying to open open office. I succeeded in running scannow per your suggestion. The response includes «windows Resource Protection found corrupt files but was unable to fix some of them. Details are included in the CBS.Log windir\Logs\CBS\CBS.log. For example C:\Windows\Logs\CBS\CBS.log. Note that logging is currently not supported in offline servicing scenarios.

My computer is a new Dell laptop with Window 10 (upgraded from 8.1) I reinstalled OO. I searched for an answer but most gave info from 2009 etc before Windows 10. I was not able to follow any of the ideas completely because what I had did not match what they described. If you can help I would appreciate it.
