Windows Update has blocked the download of updates in Windows 10
If you find that your Windows Update is blocked at 0% or another number in Windows 10, Windows 8.1, Windows 8, Windows 8, Windows 7 and Windows Vista when you download updates, this article will help you solve the problem.
Windows Update is blocked downloading updates

We now recommend using this tool for your error. Additionally, this tool fixes common computer errors, protects you against file loss, malware, hardware failures and optimizes your PC for maximum performance. You can fix your PC problems quickly and prevent others from happening with this software:
- Step 1 : Download PC Repair & Optimizer Tool (Windows 10, 8, 7, XP, Vista – Microsoft Gold Certified).
- Step 2 : Click “Start Scan” to find Windows registry issues that could be causing PC problems.
- Step 3 : Click “Repair All” to fix all issues.
If your Windows Update displays available updates and your computer starts downloading them, it may stop working at some point. It will show a constant number, but there will be no progress. The number in your case could be 0%, 23%, 33% or any other, but every time you try to download the updates, you will find that they are stuck on that particular image, even if you leave them an hour or two. I faced this problem and my download was 23% when I tried to get Windows Insider builds.
It helped me and I’m sure he could help you too. You can click on the pictures to see a larger version.
In the WinX menu, open the command prompt (Admin). Enter the following in order and press Enter:
This will stop the Windows update services.
Now go to the folder C:WindowsSoftwareDistribution and delete all files and folders it contains. Press Ctrl+A to select All and then Delete.
If files are used and you cannot delete some files, restart your device. After restarting, execute the above commands again. You can now delete the files from the folder mentioned Software Distribution.
After deleting this folder, you can restart your computer or enter the following commands individually in the CMD and press Enter to restart the Windows Update services.
Run Windows Update again and check.
You can download and install updates successfully. You will then see that a restart has also been planned.
I suggest you start over immediately to complete the process.

Сразу к делу. Скачиваем утилиту Windows Update Blocker. Запускаем ее, ставим флажок «отключить обновления» и жмем «Применить». Вот и всё.

Становиться бесплатным тестировщиком в руках жадных капиталистов — это не про меня. Лучше подождать месяцок, пока устранят все баги. И только потом накатывать апдейт.

Отключил Windows Update я после того, когда в результате очередной обновы у меня отвалился принтер. Пришлось потратить кучу времени, чтобы реанимировать старого трудягу, который живет в моем доме уже второй десяток лет. С тех пор принцип «работает — не трогай» служит для меня главным правилом при работе с ПК.
Также советую отключать автообновления неопытным пользователям. Сделал так на компьютере родителей.
Была б моя воля — полностью отказался бы от апдейтов. Windows в текущем виде меня полностью устраивает. Однако, некоторые современные игрушки требуют определенной версии «винды».

Из последнего могу вспомнить Horizon: Zero Dawn. Она просит как минимум Build 1809. Деваться некуда — приходиться обновляться.

Symptoms
In Windows 10, your device is always kept up to date with the latest features and fixes. Windows Updates are installed automatically, with no need to select which updates are needed or not needed. In rare cases, a specific update might temporarily cause issues with your device, and in this case you will need a way to prevent the problematic update from reinstalling automatically the next time Windows Updates are installed.
Resolution
If an update you are being offered is causing system crashes or instability and Windows was operating correctly prior to that change, you can follow these instructions to prevent the unwanted driver or update from being installed:
Type “View Installed Updates” in the Search box and then click on View Installed Updates – Control Panel from the Search results.
To uninstall the unwanted update, select it from the list and then click Uninstall.
To temporarily prevent the update from being reinstalled until an updated fix is available, a troubleshooter is available that provides a user interface for hiding and showing Windows Updates and drivers for Windows 10. You can obtain and run the «Show or hide updates» troubleshooter by downloading it from the Microsoft Download Center:

When you click on the download link, you will be prompted to open or save wushowhide.diagcab.

When windows attempts to update, I get the message «windows could not uninstall avira antivir, it must be uninstalled manually.» I have never had avira antivir, and a search brought no hits.
Windows cannot complete its update until avira antivir is uninstalled. So, what is next?

Hi Philip, this is a very common error when running a major update on Windows 10
Click the link below to download a zip file
Unzip that file
Double click appraiser.bat to run that batch file
That batch will find the blocking file — delete the blocking file
Then try running the update again . . .

Hi Philip. I’m Greg, an installation specialist and 9 year Windows MVP, here to help you.
It could also be a false error. What I’d do at this point is install Media Creation Tool from this link, choosing the button to Install Tool Now and then open the installed app and choose Upgrade This PC Now: http://windows.microsoft.com/en-us/windows-10/m.
This is the most stable way to change to the latest version (which you need anyway) and because it reinstalls WIndows while keeping your files and programs in place, fixes most problems. It also brings all Windows Updates to date.
If there are any hurdles during install then these steps can overcome them: http://answers.microsoft.com/en-us/windows/wiki.
If these do not help then report back any verbatim error message or behavior.
If you want to temporarily block the update then try running the Hide Updates tool downloaded and installed from here: http://download.microsoft.com/download/f/2/2/f2.
If it wont’ find and hide the Update then you can set a Metered Connection to turn off Windows Updates for awhile until the version matures and you can try again using the method I suggest which always works best: https://www.howtogeek.com/224471/how-to-prevent.
Almost everyone with major version upgrade problems who Clean installs the same version does not have those problems. Windows Update is blocked via GPO with policies below:-
Computer Configuration > Administrative Templates > Windows Components > Windows Update
— Configure Automatic Updates = Disabled
— Do not allow update referral polices to cause scans against windows update = Enabled
— Do not connect to any windows update internet locations = Enabled
Computer Configuration > Administrative Templates > Windows Components > Windows Update > Windows Update for Business
— Select when preview builds and feature updates are received = Enabled
— Select when Quality Updates are received = Enabled — 30 days
— Select the windows readiness level for the updates you want to receive = Semi-annual channel
— After a preview build or feature update is released — defer receiving for 180 days
User Configuration > Administrative Templates > Windows Components > Windows Update
— remove access to all windows update features = enabled
— configure notifications = 0 — do not show any notifications
But Windows still keeps trying to download and install updates despite it clearly showing in Settings > Windows Update that «Some settings are managed by your organization»
